Pathways to Removing Obstacles to Housing (PRO Housing)

The City and Borough of Juneau is applying for the U.S. Department of Housing and Urban Development (HUD) Pathways to Removing Obstacles to Housing (PRO Housing) grant. The goal of the PRO Housing grant is to provide funding support for communities who are actively taking steps to remove barriers to affordable housing. The PRO Housing grant is comparable to the HUD Community Development Block Grant (CDBG) with a priority to serve low-and moderate-income people. CBJ participates in the CDBG program through the State of Alaska competition.

City and Borough of Juneau PRO Housing Grant Proposal
Since the adoption of the Housing Action Plan, the City and Borough of Juneau has been addressing its’ significant and long-standing housing challenges. Full details can be found in the Housing Action Plan progress tracker.

A key component to these challenges are the high cost of development especially for affordable housing for low-and moderate-income people. CBJ proposes to solicit PRO Housing grant funding for use in future rounds of the Juneau Affordable Housing Fund (JAHF). These funds to be used by non-profits, tribal governments, and regional housing authorities target affordable housing projects (80% AMI and below).

The public is strongly encouraged to provide additional comment on the proposal as well as letters of support to be included with the final application. Comments and letters of support are due by October 12, 2024 and can be sent to Joseph Meyers, Senior Planner at [email protected]

CBJ is also pursuing the following activities to remove barriers to housing:

• Comprehensive Plan update
• Land Use Code (Title 49) update
• Permitting software conversion
• Land Disposal in multiple locations
