When the City Manager proceeds to enforce the lien of taxes against real property, the CBJ Collector shall prepare, publish and give notice and afford affected property owners due process and shall within such time as the Assembly directs make up a roll in duplicate of all real property subject to foreclosure, as provided in state law.
