Planning Commission Meets January 12. Here’s how to weigh in….

The Planning Commission Meeting will occur January 12, 2021, at 7 P.M. This meeting will be virtual and telephonic only, and will be to review applications for a marijuana retail store, modificaiton of a plat, a subdivision creating 15 lots, and complete street and underground utility maintenance. These items are up for public hearing.

Conditional Use Permit for a marijuana retail store (USE2020 0024)

The applicant requests a Special Use Permit (SUP) for a new marijuana retail business in an MU2 zoning district. The proposed retail facility would be located in the Foodland shopping center. The applicant proposed approximately 1,000 square feet of retail area with additional square footage dedicated to packaging and storage of products and restrooms. At this time, no on-site consumption of edible marijuana products is proposed.

Modification of plat of Pederson Hill subdivision (SMF2020 0003)

The Pederson Hill Subdivision project is a CBJ effort to increase the buildable lots available. Lots have been developed with curb cuts onto Karl Reishus Boulevard and have been sold. CBJ cannot issue building permits for access to Karl Reishus Boulevard, and owners cannot get building permits for their lots under the current classification. This project reclassifies Karl Reishus Boulevard from a major collector to a minor collector, updating plat notes to reflect the change. Reclassification is consistent with federal standards, and allows legal driveway development along the road per CBJ code.

Preliminary Plan Approval for an Alternative Residential Subdivision creating 15 lots (ARP2020 0001 & SMP2020 0004)

The applicant requests a preliminary plan approval for the Delta Drive Subdivision, an Alternative Residential Subdivision creating 15 lots. The proposal would create 14 unit-lots for single-family dwellings and one parent-lot containing the perimeter buffer, privately maintained access road, and other common amenities.

Complete street and underground utility maintenance on 4th Street, Delta Drive, and Tongass Boulevard (CSP2020 0009)

The primary purpose of this project is infrastructure maintenance. Considerations include road condition, utility condition, and age of infrastructure. Project boundaries may expand or contract depending on funding. The water and sewer systems have exceeded expected service life for Delta Drive, Tongass Boulevard, and 4th Street (in Douglas). Delta Drive and Tongass Boulevard will be repaved with this project. 4th Street is currently unpaved; paving is not funded at this time.

Resurface Vanderbilt Hill Road from Glacier Highway/Lemon Road to Egan Drive (CSP2020 0010)

The applicant requests a State Project Review for resurfacing Vanderbilt Hill Road between Egan Drive and Glacier Highway. The project includes resurfacing, minor structural section improvements, drainage repairs, replacement and repair of guardrail and end terminals, striping, and signs. The project is estimated to cost $1.8 million and will be completed during the spring and fall of 2021.

Complete street and underground utility maintenance on Calhoun Avenue (CSP2020 0011)

This project will rehabilitate the road prism and drainage, replace the water and sewer systems that have exceeded expected service life, replace sidewalks, and repave the roadway. Phase 1 is from the Governor’s house to Cope Park. Phase 2 is from the Governor’s house to Main Street, and only requires minor utility improvements.

Conditional Use Permit for an accessory apartment on an undersized lot and associated parking waiver of one space (USE2020 0025 & PWP2020 0004)

The applicant requests a Conditional Use Permit for an accessory apartment on an undersized lot in a D5 zoning district, as well as a parking waiver for one parking space. The proposed accessory apartment measures less than 600 square feet, and will be located within an existing single-family dwelling. The lot is located on a corner where East Street turns into Basin Road and on-street parking directly in front of the lot is not allowed.

Complete street and underground utility maintenance, and addition of a sidewalk on one side on Crest Street (CSP2020 0012)

This road reconstruction and replacement project includes, reconstruction and repaving of two 12-foot lanes; curb, gutter, and sidewalk on the west side of the road, with underground drainage; sidewalk ADA tactile landings and street lighting at intersections; moving existing underground drainage at the south end of the project off of private property and into the right-of-way, adding an oil/water separator; replacement of the water main; replacement of the large sewer line; and drainage quality improvements.

Permit Center Distance Operations

Effective January 13, 2021, our offices will be open for in-person services. However, those wishing to conduct business from a distance can still utilize services over the telephone or email, and are encouraged to do so.

If you need a physical copy of your permit, license, or tax-exempt card, please make arrangements for it to be mailed to you or placed in our drop box by calling the Permit Center. Pre-application meetings are available by Zoom or teleconference. Inspections will continue as normal, we just ask that inspectors are given adequate space during inspections and anyone present during the inspection is wearing a mask.

Juneau Libraries, City Museum & Permit Center return to in-person service; pools & ice rink adjust operations

Due to the City and Borough of Juneau Emergency Operations Center lowering the overall community risk to Level 2 Moderate, some City and Borough of Juneau facilities are returning to in-person service:

  • Juneau Public Libraries: Mendenhall Valley Library and Douglas Library are opening to in-person service today, January 12, at noon, and will operate Monday – Friday, noon to 6 p.m. and Saturday & Sunday, noon to 5 p.m. The Downtown Library will remain curbside until January 19 due to ongoing interior construction work.   • Juneau-Douglas City Museum: The City Museum will be open to in-person service Thursday – Sunday, 10 a.m. to 4 p.m. For more information call 586-3572 or email [email protected].
  • Permit Center: The Permit Center is opening to in-person service Wednesday, January 13, and will operate Monday – Friday, 8 a.m. to 4:30 p.m. Those wishing to conduct business from a distance can still utilize services over the telephone or email. Pre-application conferences will also be available in person, though phone or Zoom remain options if desired.   • Juneau Pools: Augustus Brown Swimming Pool (AGB) & Dimond Park Aquatic Center (DPAC) will end reservations and resume drop-in recreation on January 19 with a maximum capacity of 50 for DPAC and 30 for AGB; visit juneaupools.org for the latest schedules. The fitness area, locker rooms, and showers are open. Sauna, hot tub, slides, and play features remain closed; no group programs or lessons will be offered.
  • Treadwell Ice Arena: Treadwell will have open skates every Friday 3 p.m. – 4 p.m. beginning January 22. Reservations are required. Guests are encouraged to bring their own skates and helmets, but skate rentals are available and included in admission. Maximum capacity on ice is 20; maximum capacity in the building is 50. Need to request a building inspection? The process has changed. Here’s what to do.

Starting this month, building inspections through the City and Borough of Juneau must be requested no later than 12 p.m. on the business day before the requested date of inspection. That means, if you would like to schedule an inspection for Monday, you will need to make your request no later than noon on Friday. If you would like to schedule an inspection for the day following a holiday, you will need to make your request no later than 12 p.m. noon on the last business day prior to the holiday.

Morning foundation inspections hours will now be available as early as 8 a.m. and will continue throughout the day. All other inspections will remain scheduled between 9 a.m. and 3:30 p.m.

Why the change?

Changing CDD’s inspection request procedure allows adequate time to contact customers when inspection times need to be adjusted, often due to multiple requests for the same time slot, and to better accommodate complementary site visits. This change also allows inspectors time to research larger projects before arriving onsite, to provide better service and avoid rescheduling.

Things to know

  1. Request an inspection through the Inspection Hotline at 586-1703 or through the CDD website on the Inspection Request Page.
  2. Inspections may be requested as far in advance as you desire.
  3. If you request an inspection, and for some reason are unable to complete the work in time, you may cancel the inspection at no cost by calling the front office at 586-0770. Please allow as much time as possible when canceling an inspection.
  4. If you need an inspection, and did not request it before 12 p.m. noon, it will be added to the inspection list for the following day.
  5. CDD offers same day inspections, depending on inspector availability, for a fee of $54. To schedule a same-day inspection, please call the Permit Center at 586-0770.
  6. CDD also offers weekend inspections, depending on inspector availability, for a minimum fee of $108. If the inspection exceeds 2 hours, each additional hour is $54.
