Planning Commission meets January 12. Here’s how to weigh in.

The Planning Commission meets on January 12 at 7 p.m. to review applications for a marijuana retail store, modification of a plat, a subdivision creating 15 lots, a road resurface, and complete street and underground utility maintenance. These items are up for public hearing. The public is encouraged to submit written comments to [email protected] by 12 p.m. noon on January 11, or testify telephonically at the meeting.

Conditional Use Permit for a marijuana retail store (USE2020 0024)

The applicant requests a Special Use Permit (SUP) for a new marijuana retail business in an MU2 zoning district. The proposed retail facility would be located in the Foodland shopping center. The applicant proposed approximately 1,000 square feet of retail area with additional square footage dedicated to packaging and storage of products and restrooms. At this time, no on-site consumption of edible marijuana products is proposed.

Modification of plat of Pederson Hill subdivision (SMF2020 0003)

The Pederson Hill Subdivision project is a CBJ effort to increase the buildable lots available. Lots have been developed with curb cuts onto Karl Reishus Boulevard and have been sold. CBJ cannot issue building permits for access to Karl Reishus Boulevard, and owners cannot get building permits for their lots under the current classification. This project reclassifies Karl Reishus Boulevard from a major collector to a minor collector, updating plat notes to reflect the change. Reclassification is consistent with federal standards, and allows legal driveway development along the road per CBJ code.

Preliminary Plan Approval for an Alternative Residential Subdivision creating 15 lots (ARP2020 0001 & SMP2020 0004)

The applicant requests a preliminary plan approval for the Delta Drive Subdivision, an Alternative Residential Subdivision creating 15 lots. The proposal would create 14 unit-lots for single-family dwellings and one parent-lot containing the perimeter buffer, privately maintained access road, and other common amenities.

Complete street and underground utility maintenance on 4th Street, Delta Drive, and Tongass Boulevard (CSP2020 0009)

The primary purpose of this project is infrastructure maintenance. Considerations include road condition, utility condition, and age of infrastructure. Project boundaries may expand or contract depending on funding. The water and sewer systems have exceeded expected service life for Delta Drive, Tongass Boulevard, and 4th Street (in Douglas). Delta Drive and Tongass Boulevard will be repaved with this project. 4th Street is currently unpaved; paving is not funded at this time.

Resurface Vanderbilt Hill Road from Glacier Highway/Lemon Road to Egan Drive (CSP2020 0010)

The applicant requests a State Project Review for resurfacing Vanderbilt Hill Road between Egan Drive and Glacier Highway. The project includes resurfacing, minor structural section improvements, drainage repairs, replacement and repair of guardrail and end terminals, striping, and signs. The project is estimated to cost $1.8 million and will be completed during the spring and fall of 2021.

Complete street and underground utility maintenance on Calhoun Avenue (CSP2020 0011)

This project will rehabilitate the road prism and drainage, replace the water and sewer systems that have exceeded expected service life, replace sidewalks, and repave the roadway. Phase 1 is from the Governor’s house to Cope Park. Phase 2 is from the Governor’s house to Main Street, and only requires minor utility improvements.

The applicant proposes to use a portion of the marijuana retail space to serve coffee gratis to patrons of the marijuana retail facility; the applicant does not propose selling coffee to the general public. No on-site consumption of marijuana is proposed.

Conditional Use Permit for an accessory apartment on an undersized lot (USE2020 0023)

The applicant requests a Conditional Use Permit for an accessory apartment on an undersized lot in a D5 zoning district. The structure will neither be expanded nor aggravate the existing nonconforming situations.

Rehabilitation of Goodwin Road from Blueberry Hill Road to the end, including full water replacement, and partial sewer replacement (CSP2020 0008)

The applicant requests a City Project Review for Goodwin Road Reconstruction (Blueberry Hills subdivision). This project will rehabilitate the road prism and drainage, replace water, and partially replace sewer. Both water and sewer services have exceeded service life. CBJ will replace the curb and gutter, and repave the road.

Planning for the future of South Douglas/West Juneau relaunches with Dec. 3 & 10 meetings

The City and Borough of Juneau Community Development Department (CDD) is relaunching the South Douglas/West Juneau planning effort with two upcoming virtual neighborhood meetings:

  • Thursday, December 3, 5:30 p.m. to 7:30 p.m. – Transportation and Infrastructure
  • Thursday, December 10, 5:30 p.m. to 7:30 p.m. – Land Use and Zoning

Public comment will be taken during the meetings. The South Douglas/West Juneau project area extends from the cul-de-sac at St. Ann’s Avenue to the Douglas Bridge.

This planning effort first began this past January with a kickoff meeting. Two neighborhood meetings followed in February and March focused on housing and economic development opportunities for the area. These were in-person meetings held at the Douglas Library. The COVID-19 pandemic then put a pause on CDD’s outreach efforts. Now, the public process is gearing up again with these two virtual meetings.
