CBJ Streets- Winter Snow Removal

Snow removal, sanding and deicing is performed on City/Borough streets around the clock in the following order of priority:

• Priority 1- High volume streets that provide access for emergency fire, police and medical services in addition to designated safe routes to schools and businesses. This also includes some major community routes and streets that require special attention in snow conditions such as steep hills.
• Priority 2- Routes of lesser priority based on traffic volume and speed. These are often residential streets.
• Priority 3-  Low volume streets these are often dead ends and cul-de-sacs.

Please be patient. We will get to your street as soon as possible.

Spreading aggregate such as sand and pea rock helps improve traction on ice under certain conditions. During times of rapid ice formation, deicing chemicals are used to make the roadways safe. We use an Ice melt chemical formulated to work as quickly as possible and one that reduces corrosive effects on vehicles.

Removal of Driveway Berms is the
Responsibility of the Property Owner

The snow-fighters main objective is to keep our roadways open for the safe passage of traffic. Whenever possible, operators try to minimize the size of the berms across driveways. However, we do not have the resources to remove snow berms from driveways.

CBJ code. 72.24.075– Placing snow in public ways is prohibited. (a.) No person may place or cause to be placed any snow or ice on any sidewalk, street, roadway, parking place, or other public place so as to impede or render unsafe vehicle or pedestrian use.

The City only maintains certain sidewalks. These sidewalks are in the Downtown Business, Lemon Creek and Valley Business districts. We also maintain sidewalks on arterial roads such as Riverside Dr. and on routes leading directly to schools.

We maintain many miles of unpaved streets and roads. Keeping these roads smooth, level and well drained is extremely difficult during winter freeze/thaw/heavy rain cycles.

Heavy traffic on wet, saturated roadways rapidly causes ruts, washboards and potholes. Unfortunately, it is not possible to grade during extremely wet weather or frozen conditions.

Your road maintenance is expensive, dangerous and time consuming. Please help us by paying attention to the following:

• Catch the bus, carpool or call a cab when possible.
• If you commute, equip your vehicle with good winter snow tires.
• Please obey all parking restrictions. Vehicles (cars, boats, etc.) will be ticketed and impounded if left on the right of way.
• Please obey the posted snow removal signs and remove your car when the street is posted with yellow, temporary “No Parking” signs. Your car will be towed at your expense.
• Listen to the radio or check our snow removal schedule for snow removal times and areas.
• Remember that parking on streets that obstructs traffic lanes is not only unsafe, it’s against the law! CBJ 72.12.010.
• When it starts to snow, park your vehicles off the street.
• Please remove any obstructions such as rocks, fences or planters along the City Right-of-Way for the winter.
• Relocate or reconstruct illegal mailboxes to meet standards. If the mailbox was not constructed or maintained to current standards, the repair is the owner’s responsibility.
• Please place garbage cans at least five feet inside driveways away from the edge of the roadway.
• We remind residents that CBJ ordinances prohibit placing snow or ice on any public street, sidewalk or parking space in a manner that impedes vehicle or pedestrian traffic or makes it unsafe. CBJ 72.24.075
• Please don’t stack or plow snow over ends of culverts, in ditches or on top drainage structures.
• Vehicles left parked in areas of snow removal operations can be a big problem.

Snow removal operations require the use of large, heavy, noisy equipment during periods of darkness and limited visibility caused by falling snow. Our operators are carefully trained. We stress safety at all times. Children love to watch snow removal operations. The large equipment, noise, lights and activity can be very exciting. Although we’re glad to have people watch, everyone should be cautioned to stay a safe distance away. The concentration required for efficient snow-removal, combined with the noise and type of equipment used means that operators may not always be able to see small children close by and accidents could result. Please encourage children not to build tunnels or forts in snow berms at any time!
