The Regular Planning Commission meets Tuesday, January 28, 2025, at 6:00 p.m. in the Assembly Chambers. This meeting will be a hybrid meeting held both in person and via Zoom Webinar link, and will be to approve drafted meeting minutes, and appoint a new member to the Dowtown Douglas/West Juneau Steering Committee.

Apply for down payment assistance on manufactured homes

Are you a new homebuyer? The Manufactured Home Down Payment Assistance Program may be right for you. The program was created to support homebuyers seeking to enter the ownership market by providing low-interest matching loans for down payments on manufactured homes.

CBJ has partnered with True North Federal Credit Union to establish this program, which provides low interest loans to qualified residents for up to 50% of the down payment on a manufactured home. Residents must be able to match the other 50%. Loans will be available at 1% interest and are not to exceed $20,000. The borrower will have up to five (5) years to pay back the loan.

The Manufactured Home Down Payment Assistance Program is only available to people with income limits at or below 120% Area Median Income for the City and Borough of Juneau adjusted annually. (See the 2024 numbers.) Qualified applicants may only participate in this program once. The manufactured home must be located in a manufactured home park within the City and Borough of Juneau, and the applicant must reside there.

Applications are accepted on a rolling bases and loans are available until all allocated funds have been exhausted.

Downtown Douglas/West Juneau Steering Committee seeks members

Juneau residents living or working in Downtown Douglas or West Juneau are invited to apply for a seat on the DD/WJ Steering Committee. The Committee is continuing work on the DD/WJ Area Plan, a long-term vision, policy guide, and action plan.

Interested parties can apply on the Clerk’s website at juneau.org/clerk/boards-committees. Please note that applicants should choose “Other Board” on the Board, Commission, Committee drop menu, and add “DDWJSC” under Reasons for Applying. The application deadline is Monday, December 2.

The committee meets on the 2nd and 4th Wednesdays of the month, with the exception of November and December. Project work is anticipated to wrap up by April or May. More information can be found on the CDD website at juneau.org/community-development/douglas-west-juneau.

The DD/WJ Steering Committee invites the public to their November 13 meeting at the Sayéik: Gastineau Public Library to meet current Steering Committee members and CBJ staff, learn more about the DD/WJ Area Plan project, and attend the meeting. Light refreshments will be served.

Community support solicited as CBJ applies for HUD PRO housing grant

The City and Borough of Juneau is applying for the U.S. Department of Housing and Urban Development (HUD) Pathways to Removing Obstacles to Housing (PRO Housing) grant, a program that provides funding support for communities that are actively taking steps to remove barriers to affordable housing. CBJ welcomes public comment and letters of support to include in the application.

The City and Borough of Juneau is requesting $3 million from the HUD PRO Housing program to develop a subprogram in future rounds of the Juneau Affordable Housing Fund designed to provide gap financing for non-profit organizations, tribal governments, and regional housing authorities that create affordable housing. “As the CBJ continues to focus on housing challenges, this program presents an opportunity to get funding out quickly to partners working on affordable housing projects that meet the community’s most pressing needs,” said Katie Koester, CBJ City Manager.

Since the adoption of the Housing Action Plan, the City and Borough of Juneau has been addressing its significant and long-standing housing challenges. Other efforts currently underway include Comprehensive Plan and area plan updates, a Land Use Code Update (Title 49), Community Development Department permitting software conversion, CBJ land re-zone initiatives and disposals, and a Round Four review of Juneau Affordable Housing Fund applications. A PRO Housing grant public information meeting will take place on Monday, September 30 from 12 – 1 p.m. on Zoom at juneau.zoom.us/j/87056717391.

The public is strongly encouraged to provide additional comment on the proposal as well as letters of support to be included with the final application.
