Share Your Input on Juneau’s Transportation Needs by July 27

The City and Borough of Juneau and the Juneau Coordination Transportation Coalition are collecting public feedback on Juneau’s transportation needs. Share your input via survey response at bit.ly/4w6cTLR by midnight on Monday, July 27. Responses will inform updates to the Juneau Coordinated Human Services Transportation Plan.

The Juneau Coordinated Human Services Transportation Plan identifies transportation needs and service gaps and establishes priorities for coordinated transportation projects serving older adults, people with disabilities, and lower-income households. Survey responses will help identify where transportation is unavailable, does not adequately meet community needs, or is difficult to use. The results will inform future transportation service and funding priorities.

Regular Planning Commission Meets July 28, 2026 — Here’s How to Weigh In

The Regular Planning Commission meets Tuesday, July 28 at 6 p.m. in the Assembly Chambers. This meeting will discuss an amendment to a Conditional Use Permit, a renewal on Sand and Gravel Extraction, and a Preliminary Plat Review.

Conditional Use Permit (USE2026 0006)

An amendment to a Conditional Use Permit’s (USE2006 0042) ongoing conditions for the Channel-facing side of the building to allow a façade-mounted art installation in a Waterfront Commercial zone.

Sand and Gravel Extraction (SGE2026 0002)

A Conditional Use Permit renewal for sand and gravel extraction at Stabler Point Quarry including an expansion of blasting size and emergency operating hours in a Rural Reserve zone.

Major Subdivision – Preliminary Plat (SMP2026 0001)

A preliminary plat review for Chilkat Vistas Subdivision Phase IV, proposing the subdivision of Tract A1 to create seven single-family residential lots and extend Robbie Road. Robbie Road is proposed to terminate with this phase and not continue as a public through street.

CBJ Permit Center “Planner on Call” Available Mondays & Tuesdays Only

Beginning Monday, June 1, the City and Borough of Juneau (CBJ) Community Development Department (CDD) will offer “Planner on Call” services on Mondays and Tuesdays only.

Currently, the Permit Center offers walk-in services from 8 a.m. to 4:30 p.m., Monday through Thursday, for assistance with zoning and construction questions, public information requests, and registration on the Civic Access public portal.

Due to staff shortages and the high volume of applications, planning staff will focus on existing cases, projects and developments. Walk-in consultations will be limited to Mondays and Tuesdays.

“With Juneau’s limited building season, it’s critical we get cases to the Planning Commission and turn around building and zoning permits as quickly as possible,” said Minta Montalbo, Acting Planning Manager. “With our limited staff, we are prioritizing projects already in the works.”

Residents seeking information on a specific property are encouraged to submit an online General Inquiry through Civic Access or submit a public records request. Messages left on the Planner on Call line with zoning or other planning questions will continue to be answered in the order received.

Applicants with questions about their permit or case can find status updates, submit materials, or schedule an inspection through their Civic Access portal.

Scott Ciambor Announced as Director of Community Development Department

The City and Borough of Juneau (CBJ) is pleased to announce the appointment of Scott Ciambor as the new Director of the CBJ Community Development Department (CDD). Ciambor is no stranger to public service – he has spent the last five years as Planning Manager. Ciambor’s first day in his new role was Monday, April 27.

“Mr. Ciambor’s passion for and experience in creating an environment that facilitates the development of housing will be a great asset to CBJ as we navigate our housing crisis in the years ahead,” says CBJ City Manager, Katie Koester. “We look forward to his leadership in the role of Community Development Director.”

Originally from Laurel, Maryland, Ciambor moved to Juneau with his family in 2007. Ciambor was drawn to roles that seek to address Juneau’s housing challenges after seeing the impacts firsthand as a teacher at Yaaḵoosgé Daakahídi High School. “I had one class where six of eight students were unhoused,” he recalls. “It felt like housing and homelessness were the key issues in community that I wanted to work on… and I have ever since.”

Prior to serving as Planning Manager, Ciambor worked as the worked as the CBJ Chief Housing Officer for six years, during which he led the implementation of the Housing Action Plan, including the CBJ Mobile Home Down Payment Assistance Program, Accessory Apartment Incentive Grant Program, Juneau Affordable Housing Fund, and COVID-19 Short-Term Rental Assistance Program. His professional experience also includes work in local economic development and state planning.

In his new role, Director Ciambor looks forward working with the CDD staff to provide continuity and build on the new opportunities for development associated with more modern permitting software, the rewrite of Title 49, and the community-sourced Comprehensive Plan update, which will set the stage for the next 20 years.

“From our building inspectors to the long-range planners,” notes Ciambor, “The CDD team provides a great – if behind the scenes – service with the health and safety of the community in mind.”

Director Ciambor replaces Jill Lawhorne who concluded 10 years of dedicated service to the people of Juneau, more than seven of those as Director, this spring. During this time, Director Lawhorne played a key role in strengthening the CDD team, advancing modernization of permitting systems, and building support for major long-range planning efforts, including the update to the comprehensive plan and the revision of the Land Use Code.

CBJ Shares Findings From “Juneau Futures” Comprehensive Plan Public Engagement

Results are in from the community-wide “Juneau Futures” public workshops and online survey.

As part of the “Our Juneau, Our Future” Comprehensive Plan Update project, the City and Borough of Juneau (CBJ) Community Development Department (CDD) hosted 14 in-person workshops and an accompanying online survey, designed to gather feedback from Juneau residents on where and how Juneau should focus development resources in the years ahead.
