How to participate during today’s lineup of Assembly meetings

The City and Borough of Juneau Assembly and its committees have several meetings today, March 7. With all meetings taking place in City Hall Assembly Chambers, the public can attend the meetings in person, or join remotely through Zoom or call in. The Special Assembly Meeting and Committee of the Whole Worksession will also be livestreamed on CBJ’s YouTube channel.

To provide public spoken comments, the public has a couple of options:

  • Testify in person by attending the meeting
  • Testify remotely via Zoom online or phone. To do this, you are required to call the Municipal Clerk’s Office at 907-586-5278 and give advanced notification by a certain time listed below.

Starting Feb. 28, Juneau Assembly meetings will be live-streamed on YouTube

Starting Monday, February 28, the City and Borough of Juneau will start live-streaming Assembly meetings on CBJ’s YouTube channel. Specifically, that means Regular Assembly Meetings, Special Assembly Meetings, and Assembly Committee of the Whole Work Sessions.

Assembly meetings are currently conducted in person in City Hall Assembly Chambers as well as via Zoom webinar. This hybrid practice will continue, so the public can still watch the meetings through Zoom either online or by phone; YouTube is an added option for watching the meetings. Find CBJ’s YouTube channel here and subscribe here (though subscribing is not required to watch the meetings).

Assembly meetings will no longer be available to watch on Facebook Live. CBJ is switching live-streaming platforms due to its transition to a new meeting agenda system that syncs with YouTube videos.

Assembly makes appointments to Systemic Racism Review Committee

The City and Borough of Juneau Assembly appointed Ivan Nance and Gail Cheney to the Systemic Racism Review Committee. The appointments were made during a Special Assembly Meeting held Thursday, February 17, via Zoom.

Nance’s term begins immediately and ends June 30, 2023 and Cheney’s term begins immediately and ends June 30, 2024.

The Assembly would like to thank those individuals who are willing to serve and submitted applications for consideration. CBJ has a number of boards, commissions, and committees with vacant seats on a rotational basis. Juneau Assembly introduced ordinance to allow for subport cruise ship dock. Public can comment Feb. 28 & March 14.

The Juneau public will have two opportunities to provide public comment on an ordinance amending the Long Range Waterfront Plan to allow for the creation of a cruise ship dock facility at the subport in Downtown Juneau. The City and Borough of Juneau Assembly introduced the ordinance Monday night and the public can testify on the ordinance during the February 28 Regular Assembly Meeting and again during the March 14 Regular Assembly Meeting when the ordinance will be up for public hearing.

While this ordinance allows for a cruise ship dock, it does not guarantee that one will be permitted or will be allowed to be constructed. Rather, the ordinance allows for a dock proposal to go through a complete public process and is the first of several permitting decisions the Juneau Assembly and Planning Commission must make regarding Norwegian Cruise Lines’ proposed development at the subport.

How to read the ordinance

The introduced ordinance, which is seven pages, includes the actual amendment language to the Long Range Waterfront Plan on pages 1 – 4. The amended language would allow for the creation of a dock facility at the subport capable of accommodating one large cruise ship as well as docking facilities for U.S. Coast Guard and NOAA vessels.

The ordinance, on pages 5 – 7, adds an Appendix B to the Long Range Waterfront Plan. The appendix includes two things:

  • Page 5 lists the recommended criteria – established by CBJ’s Visitor Industry Task Force – for constructing a cruise ship dock at the subport.
  • The Long Range Waterfront Plan, as is, establishes a framework for amendment. Pages 6 – 7 of the ordinance describes how aspects of the framework have been met.

The City and Borough of Juneau Alaska Assembly will take public hearing on the following items at the February 28 Regular Assembly Meeting at 7:00p.m.
