Have a building to sell? CBJ is looking to buy property for cold weather emergency shelter.

The City and Borough of Juneau is looking to buy a building to be the space for CBJ’s cold weather emergency shelter. The shelter has been in three locations since 2017. CBJ is soliciting letters of interest and details on real property that are due by 4:30 p.m. Alaska Time on July 28.

The acquisition of property must meet standards in CBJ code (53.04.020) and have a price that does not exceed fair market value. For intended use as a cold weather shelter, desired properties should include the following:

  • Flexible room space capable of housing 30-50 individuals in a congregate or non-congregate manner; dormitory spacing that meets public health standards or single room spaces;
  • Adequate amenities, including ADA accessible bathrooms and showers;
  • Open reception or entry areas; and
  • Indoor storage for supplies and guest items.

Interested parties are asked to submit a letter of interest and to include the following property details for consideration: address, assessor’s tax parcel number, current owner of record, name of property, brief description, current use and zoning, assessed value, and date of last appraisal.

COVID-19 Housing Resources

If you’re struggling to make your rent or mortgage because of COVID-19, both the City and Borough of Juneau and the State of Alaska have programs that might be able to assist you:

CBJ COVID-19 Short-Term Rental Assistance Program (April – June 30, 2020)

The City and Borough of Juneau has created a COVID-19 Short-Term Rental Assistance Program. This program focuses on households where a member has lost their job and are unable to make their rent. To apply for the rental assistance program, please contact Shari Partin, Program Coordinator with the Alaska Housing Development Corporation at (907) 780-4475. Alaska Housing Finance Corporation’s Housing Relief Program (June 15- June 26, 2020)

The Alaska Housing Finance Corporation announced that Alaskans who have been financially impacted by COVID-19 and who meet certain eligibility criteria can apply for one month of mortgage or rental relief. Applications are open June 15-26. Each eligible household may receive up to $1,200, payable to their lender or landlord. Alaskans can apply by completing a questionnaire and certifying their loss of income was caused by COVID-19. After the application deadline, a lottery will be conducted by Alaska Housing Finance Corporation to select recipients. For questions, check out AHFC’s FAQs or call (833) 440-0420 for assistance.

COVID-19 Short-Term Rental Assistance Program targets residents impacted by lost employment

In response to the COVID-19 pandemic and the economic impacts on Juneau households due to the loss of employment and the inability to cover rent, the City and Borough of Juneau has created the COVID-19 Short-Term Rental Assistance Program. Following a recommendation by the Economic Stabilization Task Force, the Juneau Assembly approved a resolution April 20 that uses $200,000 from the Juneau Affordable Housing Fund to assist workforce housing renters.

The program was developed in partnership with the Juneau Community Foundation, Alaska Housing Development Corporation, and Gastineau Human Services. Alaska Housing Development Corporation and Gastineau Human Services will operate the program similar to community rental assistance programs already in place. Funds will be passed through the Juneau Community Foundation.

The short-term rental assistance program targets households where a member has lost employment and is unable to meet rent obligations due to COVID-19. CBJ, Glory Hall & St. Vincent de Paul partner to offer homeless shelter & food services

The City and Borough of Juneau, The Glory Hall, and St. Vincent de Paul Juneau have combined efforts to support the local homeless population during the COVID-19 health emergency. In recent weeks, the focus has been on how best to provide basic shelter and food services while allowing for appropriate social distancing measures. The following procedures have recently been implemented:

Sheltering

Since March 20, the Juneau Arts & Culture Center has been used as a cold weather shelter, operated by St. Vincent de Paul to immediately de-compress local shelters and prepare for ongoing COVID-19 response. The original contract between CBJ and St. Vincent de Paul was set to expire on April 15. It has now been extended for 3 months. The space can accommodate up to 71 cots with appropriate social distancing. The shelter will be open from 8 p.m. to 8 a.m. each night. In the last two weeks, usage of the overnight shelter has increased 50 percent.

Food Service

The Glory Hall will move its food service operation for those in need to the Zach Gordon Youth Center covered area and provide meals daily. Breakfast will be served at 8:30, lunch at noon, and dinner at 6 p.m. This location will distribute food to other shelters as well as allow for a larger dining area with appropriate social distancing for those without other options.

Due to cold weather, shelter at JACC open for extended hours

The Emergency Cold Weather Shelter operated by St. Vincent de Paul Juneau at the Juneau Arts & Culture Center will open today at 4 p.m. through 11 a.m. tomorrow. While the JACC is being cleaned from 11 a.m. to 4 p.m., Centennial Hall will be open. Social distance is required at both facilities. Please note, this is a rapidly evolving situation and hours may shift between Centennial Hall and the JACC depending on arising needs. The extended shelter hours at the JACC will remain in place during the cold weather, and will change later this week.
