Position Descriptions
Port Director
The Port Director serves as the chief executive officer. The position is responsible for executing all aspects of the operation and maintenance of Docks & Harbors enterprises in accordance with the Docks & Harbors Board. Responsibilities include preparing the budget, planning for future expansion and operation of the harbors, wharves, launch ramps, and adjacent facilities, reviewing leases, drafting regulations, and public communications.
Administrative Officer
The Administrative Officer provides administrative support for Docks & Harbors and the Docks and the Board. The position works under the general direction of the Port Director. Responsibilities include the oversight of online payment management, preparation of the budget with CBJ Finance and the Port Director, establishment of policy compliance systems, development and updating of leases, and patron communication.
Port Administrative Assistant
The Port Administrative Assistant performs clerical and administrative support duties for the City and Borough of Juneau Docks & Harbors. This position’s responsibilities include accepting payments for fees, bills and permits, performing detailed research on customer billing discrepancies, and communicating with patrons. Additionally, the Port Administrative Assistant creates and implements office procedures, assists colleagues in writing and copying reports and maintains customer accounts.
Administrative Supervisor
The Administrative Supervisor independently manages, supervises, and maintains administrative services for the Juneau Harbor offices. The position provides direct supervision of both full time and seasonal administrative positions. Responsibilities include management of all Harbors’ delinquent payments, revenue collections, and vessel impoundments following strict legal requirements.
Harbor Administrative Assistant
The Harbors Administrative Assistant performs clerical and administrative duties for Docks & Harbors. This position works under the general supervision of the Administrative Supervisor. The responsibilities include accepting payments for fees, bills, and permits, making bank deposits, communicating with harbor patrons, and responding to inquiries about the nature and urgency of patron business.
Port Administrative Assistant (Seasonal)
The Port Administrative Assistant is responsible for clerical and administrative duties for the City and Borough of Juneau Docks & Harbors. This position is under general supervision of the Port Operations Supervisor. The responsibilities include billing and scheduling for the IVF, hiring and support of port staff, accepting payments for fees, bills and permits, and responding to inquiries about the nature and urgency of patron business.
Harbormaster
The Harbormaster administers the operation and maintenance of the City and Borough of Juneau’s Docks & Harbors facilities. The position works under the general direction of the Port Director. Responsibilities include the oversight of the Docks & Harbors’ personnel, budget and finance, operations, and security programs.
Deputy Harbormaster
The Deputy Harbormaster is responsible for the immediate supervision and direction of the harbors, docks, launch ramps, land, adjacent facilities and harbor staff at Statter Harbor. The position works under the direction of the Harbormaster and performs a mix of managerial and physical labor tasks. Responsibilities include management facility use, security, special projects, land leases, and marine life protection.
Harbor Operations Supervisor
The Harbor Operations Supervisor is responsible for the immediate supervision and direction of the Aurora, Harris, and Douglas harbor facilities. Additionally, the position manages the parking lots and associated uplands under Docks & Harbor’s control in the downtown harbor corridor. The role includes a mix of managerial and physical labor tasks.
Harbor Officer
The Harbor Officer performs tasks associated with the security maintenance, repair, and safety of the City and Borough of Juneau’s docks, harbors and associated facilities. Positions in this class perform a broad scope of tasks in compliance with standard methods, established rules, policies, harbor procedures and ordinances. The Harbor Officer is expected to take or recommend action and correct errors in situations that require interpretation and coordination. Responsibilities include the inspection of facilities, management of passenger and crew loading zones, educating harbor users on regulations, issuing tickets, and take action to manage the moorage system.
Harbor Technician
The Harbor Technician position is an entry level position that performs routine tasks to assist Harbor Officers with the operation, maintenance and management of the City and Borough of Juneau’s harbors and associated facilities. This position performs routine, unskilled and semi-skilled work under close supervision. The responsibilities are primarily concerned with maintenance, custodial work and basic office support.
Harbor Security Officer
The Harbor Security Officer performs tasks associated with the security, maintenance, repair, and safety of the City and Borough of Juneau’s docks, harbors and associated facilities. Positions in this class perform a broad scope of tasks in compliance with standard methods, established rules, policies, harbor procedures and ordinances. Responsibilities include patrolling Docks & Harbors managed facilities, assisting federal state, and local law enforcement agencies as necessary, inspecting facilities to identify maintenance needs, and educating harbor users on rules and regulations.
UAS Intern Harbor Technician
The UAS Intern Harbor Technician performs a wide variety of duties under the general supervision of the Harbormaster, Deputy Harbormaster, Port Operations Manager, Port Engineer, or the Administrative Supervisor. The position can include the maintenance and management of the harbors, custodial work, basic clerical duties, data entry, patron support, port security, and public outreach.
Port Operations Supervisor
The Port Operations Supervisor is responsible for the immediate supervision and direction of the Port of Juneau, adjacent facilities and staff at the Port of Juneau. This position is under general supervision of the Harbormaster and assists in carrying out the mission, vision, and values of Docks & Harbors. Primary responsibilities include facility management, maintenance, and security, management of vendor and user group public relations, the protection of marine life, and the supervision of all full time and seasonal staff at the Port of Juneau.
Port Operations Deputy
The Port Operations Deputy assists in the supervision and direction of the Port of Juneau, adjacent facilities, and staff at the Port of Juneau. The position works under general supervision of the Port Operations Supervisor. Responsibilities include assisting in facility maintenance, security, and management, staff supervision and hiring and vendor and use group relations.
Part-Time Limited Harbor Officer
The Part-Time Limited Harbor Officer undertakes a variety of duties related to operating CBJ’s downtown cruise ship docks and harbor facilities. The position works under the general supervision of the Port Operations Manager. Responsibilities include port security, vendor and loading zone management, public safety and facility use, moorage management, issuing citating, and performing facility maintenance and facility sanitation.
Part-Time Limited Harbor Technician
The Part-Time Limited Harbor Technician performs routine tasks to assist the Harbor Officers with the operation, and management of the City and Borough of Juneau’s docks, harbors and associated facilities. Primary responsibilities include assisting with Port of Juneau security during cruise ship port calls. The position may be tasked with any number of security related duties including ID checks, passenger screening, patrols on the port security vessel, and assisting with vendor and loading zone management.
Port Engineer
The Port Engineer is responsible for executing the Capital Improvements Program of Docks & Harbors Enterprise. This includes all planning, design, construction, fiscal and grant management, contract management, and project management aspects associated with executing public improvements for the Docks and Harbors on behalf of the City & Borough of Juneau. This position communicates and coordinates with other CBJ departments to assure efficient use of CBJ assets in the development of Docks & Harbors Capital Improvement Projects. This position supervises and directs subordinate engineering staff and reports to the Port Director and the Docks & Harbors Board.
Deputy Port Engineer
The Deputy Port Engineer is responsible for coordination and technical supervision of planning, design, construction inspection and contract administration of capital improvement projects. This position works under the general direction of the Port Engineer. Responsibilities include schedule and conduct planning meetings with Client Dept. Staff, regulatory personnel, and other concerned entities for purpose of designing actual project scope, design constraints, fiscal parameters, project objectives, scheduling demands, and project team members and responsibilities.
