Notice of Public Hearing

The following items are scheduled for public hearing by the City and Borough of Juneau Alaska Assembly, on the date(s) designated below. The agenda and packet material for the meetings will be posted on the CBJ website at https://juneau-ak.municodemeetings.com/ by close of business the business day prior to the meetings. The public may participate in-person or via Zoom webinar. Testimony time will be limited by the Mayor based on the number of participants. Members of the public that want to provide oral testimony via remote participation must notify the Municipal Clerk prior to 4pm the day of the meeting by calling 907-586-5278 and indicating the topic(s) upon which they wish to testify. For in-person participation at the meeting, a sign-up sheet will be made available at the back of the Chambers and advance sign-up is not required. Ordinance 2024-40 An Ordinance Creating a Local Improvement District No. 210 HESCO Barrier Project Phase 1 and Appropriating the Sum of up to $7,830,000.

Ordinance 2024-01(b)(T) An Ordinance Appropriating $2,500,000 to the Municipal Compost Facility Capital Improvement Project; Grant Funding  Provided by the United States Environmental Protection Agency.

Ordinance 2024-01(b)(U) An Ordinance Appropriating $125,000 to the Manager for the Parks and Playground Major Maintenance Capital Improvement  Project; Grant Funding Provided by the Alaska Department of Natural Resources.

Ordinance 2024-01(b)(V) An Ordinance Appropriating $653,520 to the Manager for the Lemon Creek Multimodal Path Capital Improvement Project; Grant Funding Provided by the U.S. Department of Transportation, Federal Highway Administration.

Ordinance 2024-01(b)(W) An Ordinance Appropriating up to $3,000,000 to the Manager for a Loan to Tower Legacy II, LLC for Creekside Apartments;  Funding Provided by the Affordable Housing Fund.

Ordinance 2024-01(b)(X) An Ordinance Appropriating up to $1,000,000 to the Manager for a Loan to BroKo Holdings, LLC for 220 Front Street; Funding Provided by the Affordable Housing Fund.

Ordinance 2024-36 An Ordinance Amending the Uniform Alaska Remote Sellers Sales Tax Code.

Ordinance 2024-37 An Ordinance Amending the Uniform Sales Tax Code Related to Definitions, a Temporary Sales Tax Registration, and Deposits by  Nonresidents.

Ordinance 2024-41 An Ordinance Amending the Official Zoning Map of the City and Borough to Change the Zoning of Mendota Park Parcel 1B, Located on Davis Avenue, from D10 to D15.

Ordinance 2024-42 An Ordinance approving the City and Borough’s participation in proposed refinancings by the Alaska Municipal Bond Bank of the Bond  Bank’s various General Obligation Bonds that provided funds to purchase various revenue bonds of the City and Borough, under loan agreements between the City and Borough and the Bond Bank; and authorizing revised schedules of principal and interest payments on the City and Borough’s bonds, in accordance with the loan agreements, if the Bond Bank successfully refinances its bonds.

2024 Thanksgiving weekend schedule for CBJ offices & facilities

Most City and Borough of Juneau offices and facilities—including City Hall offices, the Juneau-Douglas City Museum, Zach Gordon Youth Center, Dimond Park Field House, and all Juneau Public Library branches—will be closed Thursday, November 28, and Friday, November 29, in observance of the Thanksgiving Day holiday.

Here’s a rundown of other services and facilities that have different operating schedules during the holidays:

Capital Transit

Capital Transit will not be in service on Thursday, November 28. Full service will resume on Friday, November 29. For more information, visit juneaucapitaltransit.org or contact Capital Transit at (907) 789-6901.

Juneau Pools

Dimond Park Aquatic Center will be ­open on Thanksgiving Day, November 28, from 7 – 10 a.m. and on Friday, November 29 from 12 p.m. – 4 p.m. See the calendar for more information.

Augustus G. Brown Swimming Pool will be closed both days.

RecycleWorks/HHW

RecycleWorks will be closed on Thursday, November 28 and reopen to the public on Friday, November 29.

The Household Hazardous Waste facility will be closed from Thursday, November 28 through Saturday, November 30, in addition to its regular Sunday closure. It will reopen to the public on Monday, December 2. For more information, visit juneaurecycling.com.

Shéiyi X̱aat Hít Youth Shelter

Shéiyi X̱aat Hít (Spruce Root House) Youth Shelter is open throughout the holidays.

Treadwell Arena

Treadwell Arena will be closed Thursday, November 28 and open to the public on Friday, November 29. Don’t miss Treadwell’s annual Santa Skate on Friday at 7 p.m.—see the online calendar for more information.

Preschool Open Gym returns to Mt. Jumbo Gym December 2 – April 25

Preschool Open Gym is back for the winter! This seasonal program offers children ages 6 months to 6 years a place on Douglas to run and play in a warm and dry environment during the colder months.

This year, Preschool Open Gym will run from December 2 through April 25. Sessions are open Monday through Friday from 9:30 a.m. to 11:30 a.m. at Mt. Jumbo Gym (909 4th Street). The gym is closed on holidays, including Christmas and New Year’s.

Preschool Open Gym sessions cost $5 per child, with no charge for parents/guardians or infants under 6 months. Turf for Tots passes and Parks & Rec Winter Passes are also accepted, though please note that the Winter Pass must be assigned to the child. 10-visit passes and monthly Preschool Open Gym passes are available for purchase online under the Mt. Jumbo Gym tab and may also be used at the Field House for Turf for Tots.

As a heads up, please be aware that Mt. Jumbo Gym only offers street parking (in addition to an ADA space).

Celebrate with holiday events at Treadwell Arena November 27 & 29

Two annual favorites return as Treadwell Arena hosts Turkey Bowling and Santa Skate over the Thanksgiving holiday weekend—and this year both events are free!

First, lace up your skates and trade in your bowling ball for a frozen turkey on Wednesday, November 27 from 7 p.m. to 8:15 p.m. Enjoy open skate and knock down the most pins to win a turkey to take home! This event is generously sponsored by Juneau-Gastineau Rotary.

Then return to the rink on Friday, November 29, to skate with Santa and his elves from 7 p.m. to 8:15 p.m. This event is generously sponsored by Douglas Fourth of July Committee.

Events include both admission and skate rentals free of charge—just be aware that rental skates are limited and first come, first served.

Already in the holiday mood? Parks & Recreation’s 5th Annual Candy Cane Hunt is just around the corner. This year’s hunt will run from December 3 to 17—stay tuned for more details soon.
