Water and Sewer Utility Rates Increase July 1

The City and Borough of Juneau Assembly approved increases to both water and sewer utility rates in June 2025. The 5 percent utility rate increase will go into effect on July 1, 2026. New rates can be found on the water and wastewater rates webpage 

Utility users should expect changes to their billing statements. All manual Bill-Pay customers will need to update their accounts to reflect the new rates to stay current. AutoPay users will have their payments automatically updated and will not need to take action. Find more information on how to pay for utilities on the utilities payment information webpage 

Following the 2026 increase, there will be subsequent 5 percent increases in July 2027, July 2028, and July 2029. These increases keep pace with inflationary cost increases. Revenue generated from these rates will be allocated toward operating and maintaining major water and wastewater infrastructure systems, debt financing from Alaska Department of Environmental Conservation loans, and capital projects focused on addressing failing infrastructure or ensuring regulatory compliance. Learn more about the relevant ordinances at the utilities historical rate webpage

Scott Gray Retires as Streets & Fleet Maintenance Superintendent, Spencer Gates Takes the Wheel 

The City and Borough of Juneau (CBJ) is pleased to congratulate Streets & Fleet Maintenance Superintendent, Scott Gray, on his retirement, and to welcome Spencer Gates as the new leader of the division.  

“Scott has led the Streets and Fleet Maintenance division through one unprecedented natural disaster response after another by supporting his team and bringing community-centered solutions to the table,” shares CBJ City Manager Katie Koester. “We are truly thankful for Scott’s wholehearted commitment to his role as superintendent and wish him the best in his well-earned retirement.” 

Scott started his career with the CBJ Streets division in 1994 as a laborer and worked his way up through the ranks, serving as the Valley supervisor from 1997 to 2008. He spent several years in the private sector before moving to the Alaska Department of Transportation & Public Facilities (Alaska DOT&PF) in 2011. After eleven years with the State, during which he served as superintendent of the Southeast District, Scott briefly retired in 2022 before returning to CBJ in 2023.  

During his most recent years as superintendent at CBJ, Scott sought cost-effective solutions to both budgetary and operational challenges, all while building out a strong team that works hard to keep Juneau safe.  

“Our crew are the first responders when it comes to dangerous weather – anytime it snows, floods, or if there is a landslide or trees down – we are the crew out there working to clear roads, drains and infrastructure,” shares Scott. “When we’ve told everyone else to stay home, our crew are out there making sure everything is open and taking care of the community we love. I’ll definitely miss working with them.” 

Scott has confidence that the Streets and Fleet Maintenance division is in good hands with Spencer Gates at the helm.  Gates started behind the wheel in the construction industry in Juneau in the mid-nineties before moving to Alaska DOT&PF as an operator in 2015. Spencer most recently served as the Maintenance & Operations Specialist for the Southeast District. He supported critical maintenance and response efforts in Juneau and across the region, including at remote airports and in Bethel coordinating recovery work following the 2025 Typhoon Halong. 

“Spencer’s extensive experience maintaining streets for the State and his local knowledge make him a great fit for the role,” says Denise Koch, CBJ Director of Engineering & Public Works.  “We look forward to Spencer and the Streets crew continuing the success of this critical division of the city.” 

Spencer and Scott are no strangers to working together for Juneau, having overlapped at Alaska DOT&PF for over six years and then constantly coordinating “across the fence” to ensure efficient response to both CBJ and State roads in Juneau.  More recently, a big part of this coordination included planning, preparing and responding to the annual glacial lake outburst floods.  

“I’ve known a lot of the operators for a long time,” explains Spencer. “This team are really dedicated – it’s exciting to step into a team that is so willing to go the extra mile at a moment’s notice.”  

Public service is important to Spencer. As a father of five, he is looking forward to giving back to the community that has “given so much” to him and his family and invites others to do the same. “There is a lot of opportunity for people to come on and learn the trades,” he says. “We have great senior operators and mechanics here to provide training and show them the ropes.” 

Even after retiring, Scott Gray still plans to be out showing the ropes as a motorcycle instructor when not spending time with his wife and grandchildren or on vacation. Training new motorcycle riders is one more way he’ll continue to help keep people safe on Juneau’s roads.

CBJ Reminds Public of Costs and Fines of Illegal Dumping

This spring, the Juneau Police Department (JPD) and the City and Borough of Juneau (CBJ) Streets Division remind residents of the penalties of illegal dumping within the municipality as they respond to an increase in reports of trash dumped and vehicles abandoned on both public and private property.

Depositing garbage, refuse, rubbish and any other waste material of more than one square foot on a street, sidewalk or other public place, or private property within the municipality violates CBJ health code and is punishable by fines of up to $300 per occurrence (CBJ 36.30.030). Vehicles left unattended on public property for over 48 hours may be impounded as an “abandoned vehicle” (CBJ 72.23.010). Owners of abandoned vehicles are responsible for all impound fees ($300+) and up to a $500 fine.

JPD and CBJ Streets are providing a coordinated response to the trash and abandoned vehicles located at the end of Commercial Boulevard, and other sites as they are reported. Removal of the abandoned vehicles was originally delayed due to space constraints at the impound lot. These cleanup efforts are essential to public safety, however, entail significant staff time and operational cost.

CBJ Streets & Fleet Performing Spring Clean-up Operations Through May

The City and Borough of Juneau (CBJ) Engineering and Public Works Streets & Fleet Division has announced the 2026 Spring Cleanup schedule for the removal of winter pea rock, road debris, and the cleaning of storm drain catch basins and sumps throughout the city.  

The full street-by-street schedule of maintenance can be found on the CBJ website at  juneau.org/engineering-public-works/streets/spring-cleanup.  Residents are asked to follow the schedule and remove vehicles from the designated streets on the dates noted. Operations are weather permitting and will run from 8:00 a.m. to 4:00 p.m. on each scheduled date. 

Residents are reminded to watch for yellow “NO PARKING” signs, which will be posted at least one day in advance of cleanup operations in affected areas. Vehicles should be removed from posted streets during the dates and times indicated to ensure a thorough and efficient cleanup. We appreciate your assistance in cleaning up our streets!

Make Room for Spring Road Maintenance

As the snow from this record-setting winter melts, the City and Borough of Juneau’s (CBJ) Streets & Fleets Maintenance division reminds Juneau residents to make room on the road for our crews. The division is out in full force patching potholes, clearing snow berms, and keeping storm drains running. If you see CBJ staff working on a road issue, be sure to give space, drive slowly, and obey traffic signage. 

The division fills around 3000 potholes each year, and this year there are significantly more and larger potholes due to the extreme snow and additional haul trucks on the road. The Streets division conducts regular road checks but appreciates the community’s help in identifying issues. If you see a road issue of any kind – including potholes, downed trees, blocked culverts – fill the Report a Problem form at juneau.org/engineering-public-works/streets/report-a-problem
