The Planning Commission meets September 28, 2021, at 7 P.M. This meeting will be virtual and telephonic only, and will be to review the Rules of Order and a Land Acknowledgement from the City and Borough of Juneau. These items are up for public hearing. The Planning Commission will also reconsider an application for a Non-administrative Variance. This case is currently closed for public testimony, but the Planning Commission may reopen public testimony at the meeting.

A Non-administrative Variance to 49.70.310(a)(2) and 49.70.310(b)(1) to allow new construction within the 50-foot, no-development and the 25-foot, no-disturbance buffer from Lemon Creek (VAR2021 0002)

The applicant proposes two new buildings, each with a 1,700 square foot building footprint. In order to construct these buildings, the applicant request relief from the required development buffer. Granting the variance would allow two new structures to be within 3 feet (Lot 11) and 7 feet (Lot 10) from the top of the bank of Lemon Creek. As compared to the neighboring properties, the new structures would be within approximately 36 feet (Lot 11) and 42 feet (Lot 10) of the Ordinary High Water Mark of Lemon Creek, and structures on neighboring properties are within 35 feet of the Ordinary High Water Mark.

Parking code revisions, which includes reorganization, establishing a “town center” parking standard, revised parking district boundaries, and allowing parking waivers downtown (AME2021 0003)

The purpose of this agenda item is to consider if minimum parking requirements should encourage or discourage certain uses in the Town Center Parking District and how parking requirements in the Proposed Space Table should be modified. The proposed parking ordinance would be updated with purpose language for the Town Center Parking District that reflects development orientation.

A Conditional Use Permit for an aquatic plant farm (USE2021 0007)

The applicant requests approval for an aquatic plant (kelp) farm at Lena cove, adjacent to Lena Beach Recreation Area. The project is expected to benefit the local ecosystem because kelp provides shelter for forage fish, naturally absorbs nitrogen run-off from adjacent properties, and removes carbon dioxide from surrounding waters. A system of lines, anchors, and floats will be used to grow aquatic plants submerged below the ocean surface. The farm will operate seasonally from October 1 to April 15 each year, planting kelp on the submerged lines in October and harvesting in April. All anchors, lines, and floats will be removed after harvest and prior to April 15 of each year.
