COVID-19 Short-Term Rental Assistance Program targets residents impacted by lost employment

In response to the COVID-19 pandemic and the economic impacts on Juneau households due to the loss of employment and the inability to cover rent, the City and Borough of Juneau has created the COVID-19 Short-Term Rental Assistance Program. Following a recommendation by the Economic Stabilization Task Force, the Juneau Assembly approved a resolution April 20 that uses $200,000 from the Juneau Affordable Housing Fund to assist workforce housing renters.

The program was developed in partnership with the Juneau Community Foundation, Alaska Housing Development Corporation, and Gastineau Human Services. Alaska Housing Development Corporation and Gastineau Human Services will operate the program similar to community rental assistance programs already in place. Funds will be passed through the Juneau Community Foundation.

The short-term rental assistance program targets households where a member has lost employment and is unable to meet rent obligations due to COVID-19. Juneau Assembly aligns with state’s direction to reopen

The City and Borough of Juneau Assembly is in concurrence with Governor Mike Dunleavy’s plan to “Reopen Alaska.” While the Assembly chose to not place stricter guidance at this time, CBJ remains committed to closely monitoring the spread of the disease and, in concert with the State of Alaska, is poised to rapidly process new information and adjust course as appropriate.

Health Mandate 16 allows certain businesses – like restaurants, retail shops, personal services, fishing charters, childcare and days camps, and gyms – to reopen under certain conditions and guidance. For gatherings of no larger than 20, Health Mandate 16 requires six-foot distancing between non-household members and face coverings be worn. As Juneau’s economy begins to slowly open, the Alaska Department of Health and Social Services and the local Emergency Operations Center will be tracking four components – the epidemiological curve of Juneau’s positive cases, which has been on the decline; testing capacity; health care and personal protective equipment capacity; and the continued ability to conduct contact investigations on all positive cases.

Any type of reopening is contingent upon the community remaining vigilant on slowing the spread of COVID-19. All Juneau residents have an obligation to promote public health and should continue to follow guidance regarding handwashing, staying 6 feet apart from others, cleaning and disinfecting frequently touched surfaces daily, and using a cloth face covering. The state encourages those who are at high risk of infection to continue to self-quarantine.

Early and broad testing is another crucial component of reopening. If you’re feeling even mildly ill with new symptoms like fatigue, cough, fever, or a decreased sense of taste or smell, contact your health care provider or call Juneau’s COVID-19 Screening Hotline at 586-6000 daily, noon to 6 p.m. Testing may be arranged at the local Drive-Thru Testing Center if appropriate. Increased testing will help keep the lid on COVID-19 by making sure any new cases are detected quickly. See a more thorough list of COVID-19 symptoms here.

Economic Stabilization Task Force Meeting Thursday, April 30

The Economic Stabilization Task Force will meet on Thursday, April 30 at 3pm. The purpose of the Task Force is to review the economic landscape and make recommendations to the Assembly.

Adhering to the State of Alaska mandate on gatherings, members of the public are welcome to listen in by calling 907-713-2140, and when prompted enter the Participant ID – 813893, and state your name. In light of public interest, CBJ has opened up the phone line to accommodate more callers. As this is a public meeting, and not a public hearing, public testimony will not be taken. Assembly to meet with Dr. Zink, then hold public hearing on gathering size limits

The Juneau Assembly will meet with Alaska Chief Medical Officer Dr. Anne Zink during a Special Assembly Meeting at 6 p.m. tonight. Here’s the agenda packet.

Afterward, the Assembly will have a Regular Meeting at 7 p.m. Included in the agenda is a public hearing on Resolution 2891 – A Resolution Instituting Measures to Protect Public Health Related to COVID-19: “State of Alaska Health Mandate 16 allows local governments the ability to choose different rules to allow for more precise control of COVID-19. Health Mandate 16 went into effect on April 24. It allowed certain sectors of the economy to gradually open, including increasing gathering limits from 10 to 20 people. This resolution would keep the gathering limit to 10 to provide time to evaluate the consequences of the other measures in Health Mandate 16.” Read the rest of the agenda packet here.
