Revised state travel mandate extends 14-day quarantine with exceptions

The City and Borough of Juneau Assembly is not implementing a local requirement for travelers to quarantine for 14 days. At last night’s Special Meeting, the Assembly decided to follow the State of Alaska’s lead. The State of Alaska’s revised Health Mandate 10 on international and interstate travel extends the 14-day quarantine requirement for all travelers arriving in Alaska unless they fall into one of four categories:

1. Traveler who tests prior to arrival

  • The traveler arrives in Alaska with a negative COVID-19 PCR test taken within the last 72 hours and presents results upon arrival. The traveler receives a voucher for a second test that must occur within 7-14 days after arrival, and should minimize interactions until the result from the second test shows the traveler is negative for COVID-19. OR
  • The traveler arrives in Alaska with a negative COVID-19 PCR test taken within 5 days, presents and participates in a second COVID-19 PCR test upon arrival in Alaska, and minimizes interactions until the second test result is received and that test is also negative. The traveler receives a voucher for a third test that must occur within 7-14 days after arrival, and should minimize interactions until the result from the third test shows the traveler is negative for COVID-19

2. Traveler who tests upon arrival

The traveler participates in a COVID-19 PCR test when they arrive in Alaska and self-quarantines at their expense until results arrive. The traveler will then receive a voucher for a second test that must occur within 7-14 days after arrival, and should minimize interactions until the result from the second test shows the traveler is negative for COVID-19.

3. Alaska resident who’s been out-of-state for 5 days or less & tests upon arrival

The resident participates in a COVID-19 PCR test when they arrive in Alaska and self-quarantines at their expense until results arrive. The resident receives a voucher for a second test that must occur within 7-14 days after arrival, and should minimize interactions until the result from the second test shows the resident is negative for COVID-19.

4. Critical infrastructure employee

The employee should follow the work plan that their employer filed with the State of Alaska.

All travelers into Alaska are still required to complete a Traveler Declaration Form. The revised mandate goes into effect 12:01 a.m. June 6. Read the full revised Mandate 10 here.

Juneau Assembly opposes proposal to merge UAS into another UA institution

The City and Borough of Juneau is against any cost-saving measure that would eliminate the University of Alaska Southeast as a separate university. In light of a projected fiscal gap of up to $40 million, one of the options in the University of Alaska’s Options for University Transformation Preliminary Review Process is to merge UAS into the University of Alaska Anchorage and/or the University of Alaska Fairbanks.

The Juneau Assembly passed a resolution June 1, which states, “The option of eliminating UAS entirely would save only 7.6% of the UA general fund, nowhere near enough to address the 10% year over year budget deficit… the negatives of a merger are not offset by significant budget savings.”

“CBJ respectfully requests that before proposing elimination, merger, or other significant changes to the structure of UAS to the Board of Regents, the UA Administration consult extensively with the communities in Southeast Alaska and further that the Board of Regents directly engage with the community leadership of Southeast Alaska before taking action on any proposals that are advanced.” Read the full resolution here.

Special Assembly Meeting Wednesday, June 3 at 6 p.m. regarding COVID-19 including discussion of travel quarantine

A Special Assembly Meeting focusing on COVID-19 issues will be held on Wednesday, June 3 at 6 p.m. The Assembly will have an opportunity to speak with Alaska Chief Medical Officer Dr. Anne Zink and Department of Health and Social Services Commissioner Adam Crum. The Assembly will also take up consideration of Emergency Ordinance 2020-27, An Emergency Ordinance Ordering People to Quarantine When Travelling into the City and Borough of Juneau from Another State or Country, which was continued following the close of public testimony at its special meeting on Monday, June 1. With state’s travel quarantine mandate changing this week, Juneau Assembly to start discussing locally extending 14-day requirement tonight

The City and Borough of Juneau Assembly will hold two public hearings at tonight’s 6 p.m. Special Meeting. One is on an emergency ordinance requiring people to quarantine when travelling into Juneau from another state or country.

This ordinance would require all people arriving in Juneau from out of state, whether resident, worker, or visitor, to self-quarantine for 14 days and monitor for COVID-19 illness. The State of Alaska Health Mandate 10 ordering travelers into Alaska to self-quarantine for 14 days is set to expire June 5, with new guidance from the state expected today. The governor has indicated that new state protocols would rely on a level of testing in lieu of quarantine. The proposed CBJ ordinance would go into effect midnight on June 4 and remain in effect through midnight June 18. The City Manager recommends the Assembly receive public comments tonight, but to continue discussion on the proposed ordinance Wednesday, June 3 during a 6 p.m. Special Meeting. The other public hearing scheduled during tonight’s Assembly Special Meeting is a resolution on the University of Alaska Southeast. The resolution states, “CBJ respectfully objects to all UAS options that would eliminate the UAS as a separate university or change its current institutional arrangement within the UA system that are described in the UA May 20, 2020 Options for University Transformation Preliminary Review Process.” Read the full resolution here.
