Time to Vote in the 2023 CBJ Regular Municipal Election

It is now time to vote in the 2023 CBJ Regular Municipal Election

Ballots for the 2023 Regular Municipal Election were mailed out on September 14 and have been arriving in people’s mail boxes since Saturday, Sept. 16. Voters have many options for returning their mailed ballots between now and Election Day, October 3^rd, including:

Voters may return their ballots by placing them in one of two secure drop boxes located at the Douglas Library and the Auke Bay/Statter Harbor Boat Launch Parking lot;
Voters may return their ballots to one of two Juneau Vote Centers (details below); or
Voters may return their ballot by mail through the U.S. Postal Service using first class postage.

We encourage voters who want to vote at a Vote Center to beat the lines on Election Day and go to the Vote Center between now and October 2. Vote Centers will be open during this period prior to and including Election Day for any voters who need assistance or prefer to turn in their ballot in person.

Services available at the Juneau Vote Centers include:

Drop off voted ballots
Request a new or replacement ballot
Request voter assistance
Register to vote or update voter registration-for future elections
Use a touch screen/accessible ballot marking device (details below)

Need accessible voting options?

ADA and HAVA (Help America Vote Act)-compliant voting machines are available at Vote Centers starting September 18 through Election Day, October 3. These machines allow users to vote with an audio ballot and/or a tactile interface and are available to all registered voters.

If you did not receive a ballot in the mail and/or are unable to vote in person due to age, illness, or disability a personal representative may pick up a Special Needs ballot from one of the Vote Centers and deliver a ballot for you. Your personal representative can assist you in any step of the voting process with the exception of signing the voter certification. The personal representative can be anyone except for a candidate, your employer, agents of your employer, or officers or an agent of your union. Special Needs ballots are available at both Vote Centers and must be returned to one of the Vote Centers by 8:00 p.m. AKST on Election Day, October 3.

If you will be absent from the mailing address on your voter registration during this time, or for any reason, you can still apply to either:

Receive your ballot as postal mail to a temporary address: Apply as soon as possible by filling out the 2023 CBJ Temporary Address Application. The last day to apply to receive your ballot at a temporary address is Tuesday, September 26, 2023. Ballots returned through the mail must be legibly postmarked no later than Election Day, October 3, 2023 and received by the Clerk’s Office no later than the beginning of the Canvass Review Board process on Monday, October 16, 2023.

Receive an E-Ballot: Apply as soon as possible by filling out the 2023 CBJ Application for a Fax/E-ballot. Applications for fax/E-ballot must be received by the Clerk’s Office by 5:00 p.m. AKST Monday, October 2, 2023. Ballots returned by fax or email must arrive by 8:00 p.m. AKST on Election Day, Tuesday, October 3, 2023.

Important deadlines for the 2023 Municipal Election – register to vote by Sunday 9/3

The deadline to register to vote or update your address for the October 3, 2023 City and Borough of Juneau Regular Municipal Election is this Sunday, September 3.

You can register to vote or update your address online at the Alaska Division of Elections website, or in person at any of the following locations during regular business hours:

Municipal Clerk’s Office – City Hall Room 215 (155 S. Seward Street)
All three Juneau Public Libraries (Downtown, Douglas, Mendenhall Valley branches)
State of Alaska Division of Elections – Region I Office located in the Mendenhall Mall Annex
Zach Gordon Youth Center (396 Whittier Street)

If you turn 18 by Election Day, October 3, you are eligible to participate in this election. You must still register by the September 3 deadline.

The City and Borough of Juneau 2023 Regular Municipal Election is being conducted as a By Mail Election. Ballots will be mailed on September 14 to registered CBJ voters and may arrive as early as September 15. Voters will be able to return their ballot by mail, at a secure drop box, or at a Vote Center (hours and locations below).

If you will be absent from your voting address during this time, for any reason, you can apply to either:

The City and Borough of Juneau October 3, 2023 Regular Municipal Election is being conducted as a By Mail Election beginning on Thursday, September 14 through Election Day, Tuesday, October 3. Ballots will be mailed on September 14 to registered CBJ voters and may arrive as early as September 15. Voters will be able to return their ballot by mail, at a secure drop box, or at a Vote Center (hours and locations below), or can cast an e-ballot via electronic transmission.

If you will be away from home during this time, or need accommodations like an audio interface to cast your ballot, there are several alternative ways for you to vote. Please make sure to pay close attention to deadlines and instructions to cast your ballot safely and securely in this election.

If you will be absent from your voting address during this time, for any reason, you can apply to either:

Receive a ballot by postal mail at a temporary address OR
Receive an E-ballot by fax or email

Postal mail to a temporary address: Apply as soon as possible by filling out the 2023 CBJ Temporary Address Application. Is your voter information current for the October 3, 2023 Regular Municipal Election?

CBJ Elections are now conducted as By Mail Elections.
That means that all CBJ registered voters in active status with the State of Alaska Division of Elections, as of September 3, 2023 will be mailed a ballot for the October 3, 2023 Regular Municipal Election. Ballots will go in the mail on September 14 to the mailing address on file with the State of Alaska Division of Elections. Precinct polling places that are used in the State of Alaska elections will not be used during the CBJ Election. However, we will have a variety of methods by which you may return your voted ballot which include:

Taking them to a Vote Center (Located at City Hall or the Mendenhall Valley Library),
Dropping them in an official Ballot Drop Boxes (Located Douglas Public Library and Auke Bay/Statter Harbor boat launch parking lot), or
Returning your voted ballot by mail.

The deadline to register to vote or update your address for the October 3, 2023 Municipal Election is Sunday, September 3, 2023. Register or update your address online through the Alaska Division of Elections or in person at: the City Clerk’s Office (City Hall, 155 S Seward St), Alaska Division of Elections (9109 Mendenhall Mall Road Suite 3), or any of the Juneau Public Libraries.

If you wish to check your voter information currently on file with the State Division of Elections, go to myvoterinformation.alaska.gov and follow the instructions.

Will you be traveling during the election period and not able to receive your ballot at your regular mailing address? You can apply to have your ballot sent to a temporary address or to receive a ballot by fax or email.

2023 CBJ Temporary Address Application. Apply early! Applications received by Tuesday, August 29, 2023 will result in ballots mailed out on September 14th to the temporary address. The last day to apply to have your ballot mailed to a temporary address is Tuesday, September 26, 2023. Filing Period for Assembly and School Board Seats Closes Monday, July 24

The filing period for candidates wishing to run for Assembly and Board of Education (School Board) seats in the City & Borough of Juneau 2023 municipal election will close at 4:30 p.m. on Monday, July 24, 2023.

A list of certified candidates is regularly updated and available on the CBJ elections page.

This year voters will elect four Assemblymembers and two School Board members in the October 3 Regular Municipal Election:

Two (2) Areawide Assembly seats – one 3 year term, one 2 year term remainder
One (1) District One Assembly seat – 3 year term
One (1) District Two Assembly seat – 3 year term
Two (2) Board of Education (School Board) seats – each 3 year terms

Candidates for office must be qualified voters of the City and Borough of Juneau and meet the following criteria:

Qualified to vote in State elections;
A resident of the municipality for at least thirty days immediately preceding the election;
Registered to vote in state elections at a residence address within the municipality at least thirty days before the municipal election at which the person seeks to vote; and
Not disqualified under Article V of the Alaska Constitution.

In addition, candidates for Assembly must be a resident of CBJ for at least one year immediately preceding election to office. Candidates for Assembly District 1 and District 2 seats must reside in the district from which elected at the time of their election. View the Assembly District map online.

Declaration of Candidacy and Nominating Petition forms must be submitted to the Clerk in their original paper form (with original signatures and notarized); the Public Official Financial Disclosure form must be filed electronically on APOC’s website and a signed printed copy submitted to the Clerk. The Clerk’s Office cannot certify a candidate’s nominating petition without these three paper documents filed in the Clerk’s Office by the close of the filing period on Monday, July 24 at 4:30 p.m.

Anyone who decides to run after 4:30 p.m. on Monday, July 24 must file as a write-in candidate and their name will not be printed on the ballot.
