CBJ Unveils Interactive Online Map of Vacant and Underdeveloped Properties in Juneau

The CBJ Community Development Department has developed and released an interactive inventory map of vacant and underdeveloped properties in the City and Borough of Juneau. The map is available online on the CDD’s special projects website.

The inventory map is the newest tool in CBJ’s ongoing work to reduce barriers to residential development and expand housing opportunity in Juneau. This GIS map allows the public—including developers, nonprofits, and individual residents—to easily identify buildable land, view zoning information, and understand potential challenges to development.

The map identifies three categories of vacant and underdeveloped land: vacant land that is privately owned, vacant land that is owned by CBJ Lands and Resources, and properties that are currently developed at a level below the maximum allowable housing density.

The map also offers insight into common questions and areas of concerns in developing property, including zoning density, hazard risks, wetlands, flood zones, and steep slopes. Users can select from a variety of map layers in these categories in order to see how they coincide with property parcels.

Users exploring the map may notice that a significant portion of Juneau’s buildable land is privately held. CBJ encourages and incentivizes residential development of privately held land through a variety of programs including the Affordable Housing Fund, grants for accessory apartment development and mobile home down payments, and several tax abatement programs.

Developers may also use the map to identify CBJ-held land for potential development. Individuals interested in purchasing CBJ land are encouraged to review information about the parcels of interest in the CBJ Land Management Plan and then apply to purchase. Comment Period Extended for Juneau Douglas North Crossing Planning and Environmental Linkages (PEL) Study

The comment period on the list of preliminary alternatives for the Juneau Douglas North Crossing Planning and Environmental Linkages (PEL) Study has been extended to February 2, 2023.

The project is a partnership between the City and Borough of Juneau and the Alaska Department of Transportation and Public Facilities to study a possible transportation corridor to connect Juneau with the north end of Douglas Island. An initial list of potential locations (preliminary alternatives) for a new crossing was released for public comment; based on comments received to date, the study team has modified one of the proposed alternatives and extended the comment period accordingly. Juneau Affordable Housing Fund Awards $2 Million to Local Affordable Housing Projects

The Juneau Affordable Housing Fund has awarded a total of $2 million in project funding to AWARE, Tlingit Haida Regional Housing Authority, Rooftop Properties, and St. Vincent de Paul following the 2022 competitive funding round. The City and Borough of Juneau Assembly approved the final list of projects at an Assembly meeting on Monday, December 12.

CBJ created the Juneau Affordable Housing Fund (JAHF) to promote the creation of affordable housing in the Capital City. On July 6, 2022 the CBJ Assembly made available $2,000,000 in funding for use by for-profit and non-profit organizations, public and regional housing authorities, and tribal governments interested in the creation of affordable and middle-income housing in the City and Borough of Juneau.

Seven applications were received and reviewed by committee. Each application was scored based on the guidelines and goals of the JAHF. Of the seven applications received, the top four were recommended to the Lands, Housing, and Economic Development Committee (LHEDC).

On November 28, the LHEDC forwarded review committee recommendations to the full Assembly.

On December 12, the full Assembly approved committee recommendations to provide funding to the four projects recommended by the review committee:

  • AWARE: $200,000 for the Cordova Street Project
  • Tlingit Haida Regional Housing Authority: $500,000 for Kowee Phase 1
  • Rooftop Properties: $1.2 million for the Ridgeview Project
  • St. Vincent de Paul: $100,000 for preservation of affordable housing
