Ordinances up for Public Hearing at the July 10 Assembly Meeting

The following items are scheduled for public hearing by the City and Borough of Juneau Alaska Assembly, on the date(s) designated below.  The agenda and packet material for the meetings will be posted on the CBJ website at https://juneau-ak.municodemeetings.com/ by close of business the business day prior to the meetings.

The public may participate in-person or via Zoom webinar. Testimony time will be limited by the Mayor based on the number of participants. Members of the public that want to provide oral testimony via remote participation must notify the Municipal Clerk prior to 4pm the day of the meeting by calling 907-586-5278 and indicating the topic(s) upon which they wish to testify. For in-person participation at the meeting, a sign-up sheet will be made available at the back of the Chambers and advance sign-up is not required. Ordinance 2023-31 An Ordinance Authorizing the Issuance of General Obligation Bonds in the Principal Amount of Not to Exceed $27,000,000 to Finance Construction and Equipping of a New City Hall for the City and Borough, and Submitting a Proposition to the Voters at the Election to Be Held Therein on October 3, 2023.

Ordinance 2022-06(b)(AY) An Ordinance Appropriating up to $500,000 to the Manager for the Information Technology Infrastructure Capital Improvement Project for the Purchase of Permitting, Land Management, and Property Valuation Software; Funding Provided by General Funds.

Ordinance 2022-06(b)(AX) An Ordinance Appropriating $8,100,000 to the Manager for the Purchase of the Juneau Bone and Joint Center Building at 3220 Hospital Drive; Funding Provided by Hospital Funds.

CBJ Assembly Makes Appointments to Eaglecrest Board

The City and Borough of Juneau Assembly, at a Special Assembly Meeting held Wednesday, June 28, 2023, via Zoom Webinar, made the following appointments to the Eaglecrest Board.

The Assembly reappointed Kevin Krein and appointed Thomas Mason to the Eaglecrest Board for terms beginning July 1, 2023, and ending June 30, 2026.  The Assembly would like to thank outgoing Eaglecrest Board member Dave Hanna, for his service on the Board. The Assembly thanks all those individuals who are willing to serve and have submitted applications for consideration.

CBJ Assembly Member Carole Triem Resigns Effective July 10, 2023

City & Borough of Juneau Assembly Member Carole Triem has announced her resignation, effective July 10, to care for the medical needs of a family member. Voters will elect a candidate to fill the remainder of her term in the CBJ Regular Municipal Election on October 3, 2023.

Triem was first elected to the CBJ Assembly in October 2018 for a one-year term, followed by reelection in 2019 and 2022. She currently chairs the Assembly Finance Committee.

The City & Borough of Juneau thanks Triem for her conscientious and dedicated service to the people of Juneau, and particularly for her effective work as Chair of the Finance Committee in helping the Assembly make budget decisions.

Assemblymember Triem expresses regret at leaving her seat, and sincerely wishes she could continue to advocate for swimming pools and cats, though not in the same facility.

Triem’s resignation opens an additional Areawide Assembly seat vacancy to be filled in this fall’s Regular Municipal Election, bringing the total to four Assembly seats and two Board of Education seats. Juneau residents are encouraged to consider this opportunity to serve the public and contribute to their community.

The Assembly may appoint someone to fill Triem’s seat between July 10 and the October election or they may leave the seat vacant until the election. As two of the four Assembly seats will be in the Areawide district this fall, the candidate with the most votes will fill the vacant three-year term and the candidate receiving the second-most votes will fill the remaining two years of Triem’s term.

The candidate filing period for the 2023 Regular Municipal Election opens Friday, July 14 at 8 a.m. and closes Monday, July 24 at 4:30 p.m. All candidates running for office must complete a Declaration of Candidacy, a Nominating Petition, and an Alaska Public Offices Commission (APOC) Public Official Financial Disclosure form. These forms are available online and must be filed with the CBJ Municipal Clerk’s Office during the filing period.

The election will take place Tuesday, October 3. Ballots will be mailed to all registered voters in mid-September, and voters are encouraged to take advantage of the opportunity to drop off their ballot at a ballot drop box, vote by mail, or vote in person prior to Election Day. The voter registration deadline is September 3.

CBJ Assembly Makes Appointments to Docks & Harbors Board and Airport Board

The City and Borough of Juneau Assembly, at a Special Assembly Meeting held Tuesday, June 27, 2023, via Zoom Webinar, made the following appointments to the Docks & Harbors Board and the Airport Board.

DOCKS & HARBORS BOARD

The Assembly reappointed Mark Ridgway and appointed Shem Sooter and Albert Wall to the Docks & Harbors Board, for terms beginning July 1, 2023, and ending June 30, 2026.  The Assembly reappointed Don Etheridge to an unexpired term beginning immediately and ending June 30, 2025.

AIRPORT BOARD

The Assembly reappointed Dennis Bedford to the Airport Board tenant seat and appointed Jason Custer to the Airport Board public seat, for terms beginning July 1, 2023, and ending June 30, 2026.

The Assembly would like to thank outgoing Docks & Harbors Board members David Larkin and Lacey Derr and outgoing Airport Board member Jerry Kvasnikoff for their service. The Assembly thanks all those individuals who are willing to serve and have submitted applications for consideration.
