Citizen Petitions: Initiative, Referendum, and Recall Petition News (6/21/2024)

Initiative Petition Booklets 2021 Petitioner Committees for the Ship-Free Saturday Initiative and the Repeal Ordinance 2023-24 Referendum petitions were issued petition books on Tuesday, April 30, 2024 and returned the petitions on Thursday, May 30, 2024. Each petition is required to have 2,359 signatures for the Municipal Clerk’s office to certify them. In the initial round of signature review, neither the Ship-Free Saturday Initiative nor the Repeal Elections Ord. 2023-24 received a sufficient number of signatures.   For the Ship-Free Saturday Initiative Petition, Supplemental Books were turned in with a total of 424 signatures on Thursday, June 20. Clerk staff is currently reviewing signatures and will have a final decision on the sufficiency of this petition no later than Monday, July 1, 2024 (290 supplemental signatures are needed to certify the petition.)    For the Repeal Elections Ord. 2023-24 Referendum Petition, supplemental books were turned in with a total of 963 signatures on Thursday, June 20. Clerk staff is currently reviewing these supplemental books and will have a final decision on the sufficiency of this petition no later than Monday, July 1, 2024 (1391 supplemental signatures are needed to certify the petition.)    In other petition news, the two petitions to recall School Board President Deedie Sorensen and Vice-President Emil Mackey, were deemed insufficient during the first round of signature reviews and the petitioner committee was issued supplemental petition books to collect additional signatures to be turned into the Clerk’s office by Monday, July 10, 2024. Those petitions will go through a similar review and timing process as outlined above. Numbers of signatures, approved and those still required for certification, for each of the recall petitions are listed below:

For Deedie Sorensen, 1988 signatures were approved during the initial review; 371 additional signatures are needed in the supplemental round

For Emil Mackey, 2012 signatures were approved during the initial review; 347 additional signatures are needed in the supplemental round

In response to citizen petitions filed with the Municipal Clerk’s office in April, some petitions were approved and have been issued books, one was denied and one was withdrawn. Decisions and complete details for each petition can be found on the Municipal Clerk’s Elections webpage at https://juneau.org/clerk/elections.

The following are the dates to file an Initiative Petition or Referendum Petition Affidavit in advance of the October 1, 2024 Regular Municipal Election.

On April 9, 2024, the Municipal Clerk’s office received the below petition affidavit applications and are currently in the process of doing the legal review as set out in CBJ Charter Article VII and Section 29.10 of the CBJ Election Code.  Copies of resource and additional documents pertaining to each petition will be published as available.

The Municipal Clerk has 15 working days (no later than April 30, 2024) in which to certify each of the petitions submitted on April 9 or notify the intiative committee the grounds for denail.

Election Officials Approve Recall Petition Applications for School Board Members Deedie Sorensen and Emil Mackey

One April 3, 2024, the Municipal Clerk’s Office received a finalized Affidavit and Application from a Petitioner’s Committee for the Recall of School Board President Deedie Sorensen and Vice President Emily Mackey. In consultation with the CBJ Law Department, the Municipal Clerk has approved, in part, both applications based on one of the grounds listed in the application.

Petition Booklets are schedule to be issued to the Petitioner’s Committee on Wednesday, April 10 and the committee will have 60 days in which to obtain the signatures of, at minimum 2,359, qualified Juneau voters on each petition in order for each petition to become certified.

Depending on the timing of the petition submission and certification, these recall questions may require the calling of a Special Election or it may be placed on the next regular Municipal Election to be held on Tuesday, October 1, 2024. AS 29.26.310-320 sets out the process by which a Special Election is called and the parameters under which the timing is determined.

CBJ Municipal Clerk Beth McEwen recognized as 2023 Alaska Clerk of the Year

The City & Borough of Juneau is proud to announce that CBJ Municipal Clerk Beth McEwen is the Alaska Association of Municipal Clerks’ 2023 Clerk of the Year. The award was announced at the annual AAMC banquet on December 5, 2023.

The award cited McEwen’s “dedication to the municipality, her willingness to dive deep to find answers and determination to keep the wheels of government turning.”

The citation went on to acknowledge McEwen’s extensive knowledge of government and local issues, including the ability to stay deeply informed on a wide variety of topics before the Assembly and the voters and a granular knowledge of meeting procedure. McEwen was also recognized for her dedication to local elections and her personal commitment to ensuring that every CBJ voter has access to voting.

The AAMC Clerk of the Year award, established in 2000, recognizes an outstanding clerk for their commitment and contributions to the profession, to the improvement of municipal government in Alaska and in their home community, and to the quality of life in the community in which they serve.

McEwen was appointed Municipal Clerk in 2018 and has been part of the City Clerk’s Office for 23 years. She celebrated 25 years of service with CBJ in February 2023.

McEwen is the AAMC’s education director and holds the Master Municipal Clerk designation from the International Institute of Municipal Clerks.
