CBJ’s October 6, 2020 Regular Municipal Election will be held as a vote-by-mail election

Each year, the City and Borough of Juneau holds a Regular Municipal Election on the first Tuesday of October to elect members of the Assembly and School Board and to decide on a variety of ballot propositions. In light of the potential exposure of voters and staff to COVID-19 from voting at crowded polling places, the Juneau Assembly has called for the October 6 Municipal Election to be conducted using a vote-by-mail process. The motion was approved during the May 18, 2020 night’s Regular Assembly Meeting. The associated ordinances still need to go through the public process.

The October 6 Regular Municipal Election will be conducted in partnership with the Municipality of Anchorage, which has run vote-by-mail elections for the past two years and recently held its annual election in April during the height of the COVID-19 pandemic. The partnership will allow CBJ to use Anchorage’s Election Center and staffing resources, saving CBJ the need to purchase the vote-by-mail equipment and set up an Election Center.

Pre-pandemic, CBJ’s initial plan was to maintain the same municipal election process used in past years: 13 precinct polling places and two early absentee voting stations. To ensure the health and safety of voters as well as election workers – 90 percent of CBJ’s election workers is 60 years or older – status quo is no longer an option. Even with a vote-by-mail election, voters will still have the option to vote in person for two weeks leading up to Election Day at one or two voting centers.

Municipal Clerk staff, who run the municipal elections, will be in contact with voters in the coming weeks and months to provide information about the changes in the election process as well as to verify the mailing addresses of Juneau voters. The option to get a ballot sent to an alternate mailing address will be available. As the process moves along, details of the October 6 Municipal Election will be forthcoming.

2020 Regular Municipal Election Information and Absentee Application Now Available

The next regular Municipal Election is October 6, 2020.

A copy of the letter to the Assembly setting forth the timelines involved with this election as well as a Quick Reference Date page are now posted on our website.

Per CBJ Code 29.07.100, the Absentee-by-Mail ballot applications are now available.

29.07.100 – Absentee voting procedure.

(b) The application for an absentee ballot shall show the applicant’s place of residence, clearly indicate the applicant’s right to an absentee ballot, and be signed by the applicant.

(1) Application by mail. Beginning on January 1 of each election year, a qualified voter may in person or by mail, or by facsimile machine, file a written application for an absentee ballot by mail with the election official. A complete application for a by mail ballot must be received in the office of the election official not less than seven days before the election for which the absentee ballot is sought in order for the absentee ballot to be counted. If a voter fails to provide a specific ballot mailing address on an absentee by mail ballot application, the ballot will be mailed to the mailing address on the voter’s record, or, if no address is provided, to the fax, e-mail, or other electronic transmission acceptable to the election official.

CBJ Municipal Election – Results Finalized

Election Canvass Review Board Work is Complete – Results are now FINAL!

It is with great pleasure that we announce the official certification of the October 1, 2019 CBJ Regular Municipal Election. The Canvass Review Board began its work at 10:00a.m. this morning and completed its review certifying the election results just after 2:00p.m. Copies of the certified election results as well as statistical information is now available on the Municipal Clerk’s Elections webpage at https://juneau.org/clerk/elections

The newly elected Assemblymembers are (listed in seniority order): Areawide Carole Triem, District 2 Wade Bryson, District 1 seats Alicia Hughes-Skandijs (1 year term) and Greg Smith (3 year term). Newly elected Board of Education Members are Deedie Sorensen and Emil Robert Mackey III.

The newly elected Board of Education (School Board) members will be sworn into office at a meeting to be held this evening at 6:00p.m. in the JDHS Library.

Newly-elected Assemblymember Greg Smith will be sworn in via a teleconference call on Thursday, October 10 at 8:30a.m. AKST.  The Assembly will hold its reorganizational meeting on Monday, October 14 in the Assembly Chambers at 7:00p.m. and recognize outgoing Assemblymember Mary Becker for her many years of public service.

CBJ Municipal Election – Update

Absentee-Question Review Board Ballot Count Completed

On Friday, October 4 at 9:45p.m., the Absentee-Question Review Board completed its work of reviewing questioned and absentee ballots. Of those ballots reviewed, 2166 were added to the unofficial results total that is available on the CBJ Election website at  https://juneau.org/clerk/elections.

The results will be unofficial until the Canvass Review Board meets on Tuesday, October 8 beginning at 10 a.m. in City Hall Conference Room 224 to verify the results from the precincts and certify the election.

October 1, 2019 Municipal Election Preliminary/Unofficial Results Posted

The preliminary Election Night Unofficial Results are in and posted here.

Following Election Day, there are approximately 2000 Absentee or Questioned ballots yet to be reviewed by the Absentee/Question Review Board, which will begin its work on Wednesday, October 2 concluding on Friday, October 4.

On Friday, at a time yet to be determined, the Absentee/Question Review board will open and count the reviewed ballots and those numbers will be added to the unofficial results from Election Day.

On Tuesday, October 8, the Canvass Review Board will meet to conduct a review of all election returns. Any Absentee-By-Mail or Absentee-By-Fax ballots that were postmarked by Election Day and received by October 8 will be added to the preliminary results and they will then certify the final results. ALL RESULTS ARE UNOFFICIAL until certification by the Canvass Review Board and Election Official.

CBJ Elections are conducted in accordance with CBJ Charter Article VI and CBJ Code Title 29.
