So far, more than 11 percent of voters have returned ballots in CBJ Municipal Election

Thank you to all the Juneau voters who have so far participated in the City and Borough of Juneau’s October 6 By Mail Municipal Election. CBJ mailed ballots to 27,467 registered Juneau voters on September 15. As of Thursday, September 24, CBJ Election officials have received 3,214 returned ballots by the following methods:

  • Municipality of Anchorage Election Center (received by mail): 1,276 ballots
  • City Hall Vote Center: 331 ballots
  • Mendenhall Valley Library Vote Center: 488 ballots
  • Douglas Library/Fire Hall Ballot Drop Box: 524 ballots
  • Statter Harbor Boat Launch parking lot Ballot Drop Box: 569 ballots
  • City Clerk’s Office (prior to the vote centers being opened): 26 ballots

Voters have until October 6 to return ballots, so if you haven’t yet voted, there’s still time. Choose one of three methods to return your ballot:

  1. Mail it through the U.S. Postal Service with a 55 cent/Forever stamp. ​
  2. Place it in a Secure Ballot Drop Box at the Douglas Library or the Statter Harbor boat launch parking lot until 8 p.m. on Oct. 6; no stamp required.
  3. Take it to a Juneau Vote Center at City Hall or the Mendenhall Valley Public Library; no stamp required. If you need to obtain a ballot at the vote center, please bring ID, like a State of Alaska voter card, an Alaska driver’s license or state ID card, a military ID card, a passport, a hunting or fishing license, or other current or valid photo identification.

How does this year’s CBJ Municipal Election By Mail process work?

Due to COVID-19, the Assembly voted in May 2020 to hold the October 6, 2020 Regular Municipal Election “By-Mail.” All voters registered at a residence address by September 6, 2020 in the City and Borough of Juneau will be mailed a ballot at the permanent mailing address on file with the State of Alaska Division of Elections Voter Registration List. CBJ is partnering with the Municipal of Anchorage (MOA) Clerk Staff in the use of its Election Center and we appreciate the generosity of MOA in allowing us the use their Election Center equipment and their staff assistance for the conduct of this By Mail Election.

How will this election process work?

Initial Mailing

  • Ballots will be mailed to each Juneau registered voter on September 15, 2020 or to a Temporary Address through September 29 for applications received between September 6 and 29.

Voting Methods

  • Voters will receive their ballot package containing the Official Ballot, Secrecy Sleeve with an “I Voted” sticker, and a return ballot envelope.
  • The voter marks their ballot, places it in the secrecy sleeve (removing the sticker), seals it in the return ballot envelope, signs the envelope in the presence of a witness (must be 18 years or older) and has the witness sign the envelope.
  • The voter then returns the ballot using one of the following methods:
    1. Places a .55 cent stamp on the envelope and returns it via USPS mail (ballots postmarked by Election Day, October 6 and received prior to final review on October 20 will be eligible to be counted), or
    2. Drops the sealed voted ballot envelope in one of the two CBJ Ballot Drop Boxes no later than 8p.m. on October 6, 2020, or
    3. Brings their ballot to one of our two Vote Centers during vote center hours or obtains a replacement ballot at one of the Vote Centers.

Ballot Review & Results

  • Return ballots sent through the U.S. Postal Service are being mailed to a CBJ P.O. Box located in Anchorage and will be picked up with the beginning stages of review conducted by Municipality of Anchorage Election staff.
  • Ballots returned at the CBJ Vote Centers and through the Ballot Drop Boxes will be collected, batched and go through a preliminary review process in Juneau and to ensure voter signature and witness signatures are on each envelope.
  • Following the “close of polls” at 8:00p.m. on Election Day, October 6, CBJ Election Staff will collect and batch all ballots received in Juneau and will fly up to Anchorage with those ballots to begin the review and preliminary counting process.
  • Ballots received and reviewed by Friday, October 9 will be counted that day.
  • Ballots will NOT be counted on Election Day and the earliest preliminary results will be posted on our website on Friday, October 9.
  • Ballot review and signature verification process will take place between September 21-October 20. Voter’s may receive follow-up requests related to the signature verification process from election officials anytime between September 21 and October 20.
  • Final results will be made available after the CBJ Canvass Review Board conducts its review of the election on Tuesday, October 20. This work may be continued from day to day for up to three days depending on the volume of ballots/review required of the Canvass Board.

Ballots are non-forwardable, so if you will be away from your permanent mailing address, you may request that a ballot be sent to a temporary address by completing the Application to Vote at a Temporary Address. Applications to vote at a temporary address are available on our website and must be received by the Municipal Clerk’s Office by September 29, 2020, however we encourage submission by September 6 to be included in the first mailing, or as early as possible.  If you received election mail addressed to a former resident at your mailing address or anyone else not a resident of your household, please mark it as “Return to Sender – not at this address” and return it to the post office.

Each outgoing and return ballot envelope will have a barcode uniquely tied to the voter whose name is on the envelope. For this reason, each voter needs to return their ballot in their unique ballot envelope. If a voter did not receive their ballot or needs to obtain a replacement ballot package, one can be issued at one of the Vote Centers or by contacting the CBJ Election officials by calling our Election Call Center at 364-7401. Upon receipt of a replacement ballot, the election review system will only count the first ballot envelope received bearing that unique voter barcode and will prevent any other ballot envelopes with that barcode from being processed.

To vote by mail in the State elections, voters must apply for an absentee ballot at  https://elections.alaska.gov/Core/AKVoteEarly.php or can vote early in person at one of the following early voting sites.

October 6 – CBJ Regular Election – By Mail Election
Juneau registered voters will be sent a ballot directly to the mailing address on their voter registration – no application necessary.

The last day to register to vote for the October 6, 2020 Regular Municipal Election is Sunday, September 6, 2020. Voters should register, if possible, prior to that date.  If a voter has changed a name, or a residence or a mailing address, an updated voter registration application should be completed.  Voters may register to vote at any of the following locations:

  • State Division of Elections’ Office, 240 Main St., Room 601
  • State Division of Elections – Region I Office, Mendenhall Mall, 9109 Mendenhall Mall Road, Suite 3
  • Municipal Building, 155 S. Seward St., Clerk’s Office Room 202
  • Any CBJ Library

Candidate Filing Period for Assembly and School Board Seats Opened July 17 and will close July 27, 2020 @ 4:30p.m.

The filing period for the City & Borough of Juneau Assembly and School Board opened Friday, July 17, 2020 at 8:00 a.m.  Voters will elect three Assemblymembers and two School Board members at the October 6, 2020 Regular Municipal Election being conducted as a By Mail Election.  Filing for the seats closes Monday, July 27, 2020 at 4:30 p.m.

Offices to be filled (elected by the voters at-large)

One (1)   Areawide Assemblymember: 3-year term  

One (1)   District One Assemblymember:  3-year term

One (1)   District Two Assemblymember: 3-year term 

 Two (2)   School Board Members: 3-year terms   

 In order to file for office, candidates must submit a Declaration of Candidacy Form with their Nomination Petition (available on our Elections webpage) signed by at least 25 registered voters (more signatures are recommended in case one or more signature is disqualified) as well as the Alaska Public Offices Commission-Public Official Financial Disclosure Statement.

 Candidates for office must be qualified voters of the City and Borough of Juneau:

(1)        Qualified to vote in State elections;

(2)        A resident of the municipality for at least thirty days immediately preceding the election;

(3)        Registered to vote in state elections at a residence address within the municipality at least thirty days before the municipal election at which the person seeks to vote; and

(4)        Not disqualified under Article V of the Alaska Constitution.

In addition, candidates for Assembly must be a resident of CBJ for at least one year immediately preceding election to office. Also, candidates for Assembly District 1 and District 2 seats must reside in the district from which elected or appointed at the time of the Assemblymember’s election or appointment.

UPDATE **7/20/20** Clarification on Board of Education Candidate Eligibility:

For anyone interested in running for the Board of Education (School Board), candidates may not be an employee of the Juneau School District nor a member of the Alaska Legislature.
Alaska Statutes 14.14.140 sets out the following, in part, with respect to Board of Education candidate eligibility:

Sec. 14.14.140. Restriction on employment; compensation of board members.
                (a) While serving on the school board, a member may not be employed by that local school board. Members of the immediate family of a school board member may not be employed by the school board except upon written approval of the commissioner.
                (b) Members of the immediate family of a chief school administrator may not be employed by the chief school administrator except upon written approval of the school board.

CBJ’s October 6, 2020 Regular Municipal Election will be held as a vote-by-mail election

Each year, the City and Borough of Juneau holds a Regular Municipal Election on the first Tuesday of October to elect members of the Assembly and School Board and to decide on a variety of ballot propositions. In light of the potential exposure of voters and staff to COVID-19 from voting at crowded polling places, the Juneau Assembly has called for the October 6 Municipal Election to be conducted using a vote-by-mail process. The motion was approved during the May 18, 2020 night’s Regular Assembly Meeting. The associated ordinances still need to go through the public process.

The October 6 Regular Municipal Election will be conducted in partnership with the Municipality of Anchorage, which has run vote-by-mail elections for the past two years and recently held its annual election in April during the height of the COVID-19 pandemic. The partnership will allow CBJ to use Anchorage’s Election Center and staffing resources, saving CBJ the need to purchase the vote-by-mail equipment and set up an Election Center.

Pre-pandemic, CBJ’s initial plan was to maintain the same municipal election process used in past years: 13 precinct polling places and two early absentee voting stations. To ensure the health and safety of voters as well as election workers – 90 percent of CBJ’s election workers is 60 years or older – status quo is no longer an option. Even with a vote-by-mail election, voters will still have the option to vote in person for two weeks leading up to Election Day at one or two voting centers.

Municipal Clerk staff, who run the municipal elections, will be in contact with voters in the coming weeks and months to provide information about the changes in the election process as well as to verify the mailing addresses of Juneau voters. The option to get a ballot sent to an alternate mailing address will be available. As the process moves along, details of the October 6 Municipal Election will be forthcoming.
