Citizens Initiatives Update: 1% Seasonal Sales Tax Petition Certified
The Municipal Clerk has certified the proposed 1% Seasonal Sales Tax Initiative Petition as sufficient under the requirements of the CBJ Charter. The petitioners committee submitted petition books containing 3,231 signatures, and after review and verification by the Clerk’s Office, the petition met the required threshold of 2,566 certified signatures.
The Certification of Petition has been issued and is available on the CBJ Elections webpage. Pursuant to CBJ Charter Section 7.10(a), the Assembly has 45 days from the date of certification to adopt substantially similar legislation. If the Assembly does not adopt substantially similar legislation within that period, the initiative will be placed before the voters at the next regular election.
The Mill Rate Cap Change Charter Amendment Petition remains in circulation. Signature gathering is authorized through June 17, 2026, unless the petitioners committee submits the petition for certification sooner.

The petition committee successfully submitted the required number of signatures. The petition has been certified and will be forwarded to the Assembly for the next steps in the process, in accordance with CBJ Charter § 7.10.

Recommended Submission Dates for 2026 Ballot:
The timeline for a petition depends on how quickly the Petitioners Committee completes each step, since each completed step triggers the Clerk’s review period. The key date is when the petition is certified, which determines whether it will appear on the 2026 municipal election or a future election, which is why Petitioners Committees are encouraged to contact the Clerk’s Office in February or March to begin the process. Affidavits received near the “Latest possible” date (e.g., April 27 for initiatives) may make the ballot but also carry a significant risk of missing it, as Clerk review and Assembly action are conducted according to deadlines set in the CBJ Charter and applicable Alaska Statues.
Initiative & Referendum Petitions

If a successful initiative or referendum does not meet the 2026 ballot deadline, it would appear on the next regular or special election.
Charter Amendment Petitions
Petition affidavits should be submitted no earlier than April 8 or later than May 14 to avoid triggering a special election.
After Certification:
Once certified, what happens next depends on the type of petition.
• Initiatives go to the Assembly, which has 45 days to enact substantially similar legislation.
• Referendums go to the Assembly, which has 30 days to repeal the existing legislation.
The Assembly must act no later than the July 27 regular meeting. If the Assembly does not act, the petition proceeds to the next regular or special election.
Charter amendment petitions automatically go to the next regular or special election with no involvement by the Assembly.
Candidates
The candidates wishing to appear on the October 6, 2026 ballot need to file their paperwork with the City Clerk’s office between July 17, 8:00am and July 27, 4:30pm.
The following seats will be on the ballot:
- Assemblymember – Areawide (one seat)
- Assemblymember – District 1 (one seat)
- Assemblymember – District 2 (one seat)
- Board of Education (two seats)
To become a certified candidate, the Clerk’s Office needs to receive the following forms:
- Declaration of Candidacy (2 pages)
- Alaska Public Offices Commission (APOC) Public Official Financial Disclosure (POFD)
- Nominating Petition filled out with at least 25 qualified registered Juneau voters
- Acceptance of Nomination (1 page)

Certified Results of October 7, 2025 Regular Municipal Election – Available Now!
The Canvass Review Board has completed its work on the October 7, 2025 CBJ Regular Municipal Election and the Election Official has now certified the final results. The Canvass Review Board began work on Monday, October 20 and completed its review on Tuesday, October 21. Official results are posted HERE.

Preliminary Unofficial Results as of 10/07
The 2025 CBJ Municipal Election preliminary results as of 10/07/2025 are available HERE. Results include all ballots received and verified through Monday, October 6. Ballots cast today at Vote Centers, placed in Drop Boxes, or mailed and postmarked by Election Day are still being processed. A second set of unofficial results will be posted on Friday, October 10, with additional updates as needed until certification on October 21, 2025.
General Information
The 2025 CBJ Municipal Election will be conducted by mail between September 19 and October 7. Ballots will automatically be mailed to all registered Juneau voters in good standing to the mailing address on record with the Alaska Division of Elections. Voters can return their ballot by mail, in a secure drop box around town, or vote in-person at City Hall or the Valley Library.

October 20 — Last day to “cure” or fix an issue with your ballot envelope.
October 21 — Final results published online upon certification by the Canvass Review Board and Election Official

[DEADLINE PASSED] Temporary Address Application — Have your ballot mailed to a different address. Apply by September 18 to have your ballot mailed out in the initial batch. For applications received after September 18, ballots will be mailed out within two business days. The last day to apply is Tuesday, September 30. When filling out your application, you must sign with a pen. We cannot accept digital signatures.
[DEADLINE PASSED] eBallot/fax Application — Have your ballot emailed or faxed to you. Apply by Monday, October 6 by 5:00pm. You must be able to print off your ballot to fill it out by hand — we cannot accept digitally altered ballots. eBallots returned by email or fax must be received by 8:00pm on Tuesday, October 7. eBallots returned by USPS must be postmarked by Tuesday, October 7 and received by Monday, October 20.

To be eligible to vote in the City and Borough of Juneau, voters must register 30 days prior to the municipal election, at an address within the City and Borough of Juneau.
If a voter has changed a name, residence address or mailing address, an updated voter registration application should be completed. Voters may register to vote at any of the following locations during regular office hours:
- State Division of Elections’ Office, 240 Main St., Room 601, Monday – Friday
- State Division of Elections – Region I Office, Mendenhall Mall Annex, Monday – Friday
- Municipal Building, 155 Heritage Way, Clerk’s Office Room 214/215, Monday – Friday; and

I am not yet 18 years old but will turn 18 before Election Day, can I register to vote?
In accordance with Alaska Statute 15.07.040, a person under 18 years of age may register at any time within 90 days immediately preceding the person’s 18th birthday. However, they may not vote or participate in the election process, such as signing a petition as a registered voter, until their 18th birthday.

- POLITICAL SIGNS & CBJ SIGN ORDINANCE INFO
Political signs do not require a CBJ Sign Permit for placement, but they must meet the following standards found in CBJ Ordinance 49.45.300:

- Unlit political signs up to thirty-two square feet each may be displayed on private property.
- Signs may be installed ninety days prior to the election and shall be removed within five working days after the election.
- Political signs not relating to a specific election shall be limited to ninety days within one calendar year.
- Unlit political signs of up to four square feet may be displayed on private property up to two hundred seventy days prior to the election and shall be removed within five working days after the election.
- Signs must be placed in a manner that does not obstruct the view of drivers to oncoming traffic.
- Signs may not imitate traffic signs or signals, or be attached to or be placed adjacent to any utility pole, parking meter, traffic sign, signal, or official traffic control device.
- Signs may not move, rotate or flash.
- Signs on licensed, functional motor vehicles are allowed, provided that the primary use of the vehicle is not the display of signs and that the vehicle is not used as a static display for advertising. The State of Alaska Department of Transportation updated their sign rules in 2018. - Starting three weeks prior to Election Day, when the secure Ballot Drop Boxes open, no signs are to be displayed within 200 feet of any entrance to the Vote Centers or in proximity of one of the Secure Drop Boxes. [During the hours the polls are open, a person who is in the polling place or within 200 feet of any entrance to the polling place may not attempt to persuade a person to vote for or against a candidate, proposition, or question. (AS 15.15.170)]

Election Worker Qualifications
- registered to vote in Juneau;
- enjoy interaction with the public; and
- ability to perform duties in a neutral/non-partisan fashion.
An election worker should not work or volunteer on the campaign of a candidate or a ballot petition that appears on the municipal ballot. In addition, an election worker cannot have a familial relationship with a candidate on the municipal ballot or a familial relationship with a member of a petitioner’s committee. A familial relationship includes:
- parent, parent-in-law, stepparent;
- sibling, sibling-in-law, step-sibling;
- child, child-in-law, stepchild;
- spouse; or
- person sharing the same living quarters.
