Despite uncertainty, CBJ still asking public for proposals for Marine Passenger Fee proceeds

In accordance with the City and Borough of Juneau code of ordinances, CBJ annually solicits input from the public on project proposals to be funded with Marine Passenger Fee proceeds. Due to the ongoing pandemic, CBJ does not have predictive knowledge of cruise ship passenger visitation for calendar year 2021. Nonetheless, in accordance with code, CBJ is starting the public process for proposals. Proposals can be submitted starting Tuesday, December 1 through January 4, 2021.

In 1999, Juneau voters passed a proposition assigning a tax of $5 per cruise ship passenger to assist in funding projects that enhance the tourism experience and offset community impacts created by the cruise ship industry, including use of emergency services, transportation and recreation infrastructure.

Proposals must be submitted by January 4, 2021 to [email protected] or the City Manager’s Office, attention Susan Phillips, 155 S. Seward Street, Juneau, Alaska 99801.

The City Manager will develop a draft recommendation list of projects to be funded by Marine Passenger Fee proceeds, followed by a 30-day public comment period. All Marine Passenger Fee project proposals and comments will be forwarded along with the City Manager’s recommendation list to the Assembly Finance Committee for review, and then to the Assembly for consideration during the upcoming budget cycle.

April 23 forum will discuss impacts of increased tourist volume

Tourism Best Management Practices (TBMP) and The Juneau Economic Development Council have partnered to host a public forum, “Tourism Growth and Juneau,” on Tuesday, April 23, 5-6:30 p.m. at the Elizabeth Peratrovich Hall. TBMP is a cooperative effort of Juneau tour operators, cruise lines, transportation providers, and the City and Borough of Juneau.

The purpose of this forum is to share information with the community on activities underway to manage the impact of increased tourism volume, to provide opportunity for community feedback on what more can be done, to gather input on perceived capacity bottlenecks, and to explore opportunities and strategies to ensure tourism growth is positive for Juneau.

“I really appreciate that tour operators and JEDC are working proactively to address community impacts, engage the community, and to solicit information and solve problems,” City Manager Rorie Watt said.

Cruise tourism is growing in Southeast Alaska. This summer, Juneau expects to see a record 1.31 million visitors, which is more than 16 percent over levels last summer. This number is expected to grow by another 6 percent by the summer of 2020. The goal of the April 23 forum is to foster community understanding and dialogue.

CBJ now accepting project proposals for Marine Passenger Fee proceeds

Every year, the City and Borough of Juneau asks city departments and the public, including businesses and the visitor industry, for project proposals to be funded with Marine Passenger Fee proceeds. Proposals can be submitted now through January 2, 2019. Based on projected passenger numbers, the amount of revenue from the CBJ Marine Passenger Fee is anticipated to be around $5.8 million.

In 1999, Juneau voters passed a proposition assigning a tax of $5 per cruise ship passenger to assist in funding projects that enhance the tourism experience and offset community impacts created by the cruise ship industry, including use of emergency services, transportation and recreation infrastructure. Federal law requires that any project funded with these fees must address both the safety and accessibility of cruise ship passengers.

The City Manager will develop a draft recommendation list of projects to be funded by Marine Passenger Fee proceeds by January 15. The public will then have 30 days to comment on the list of recommended projects. All Marine Passenger Fee project proposals and comments will be forwarded along with the City Manager’s recommendation list to the Assembly Finance Committee for review, and then to the Assembly for consideration during the upcoming budget cycle.
