Juneau Animal Rescue, formerly the Gastineau Humane Society, is a 501(c)3 nonprofit organization. JAR has been serving Juneau since 1963, and since 1986 has been under contract with the CBJ to implement the CBJ Animal Control Ordinance and care for animals. The current shelter was constructed in 1984, over 40 years ago. The current shelter is deteriorating due to age and a sinking foundation. Most important, it does not meet any of the current key national health and safety design standards for animal shelters. In addition, the original shelter was not designed to include office space for Animal Control or a veterinary clinic adequate to implement JAR services. Also, the current .56 acre lot is not large enough to include an acceptable area for animal exercise. As animal control and protection is a core municipal public safety service, JAR is requesting a $1 a year lease of CBJ land.
JAR has been working with the CBJ Lands and SEAK Foodbank. On the attached rough drawing, the Foodbank has outlined land it desires for future growth. JAR is requesting the rest of the land bounded by the earthen mounds or dikes, excluding the land requested by the Foodbank. While all of the land is quite wet, the top of the mounds present an inexpensive opportunity to clear dog walking trails that can be used by the entire community. Extra areas within the mounds can be used for future animal related parks and services provided by organizations including SEADOGS and the Capital City Kennel Club (see rough site plan).
