Notice of Public Hearing – February 3, 2025

The following items are scheduled for public hearing by the City and Borough of Juneau Alaska Assembly, on the date(s) designated below. The agenda and packet material for the meetings will be posted on the CBJ website at https://juneau-ak.municodemeetings.com/ by close of business the business day prior to the meetings. The public may participate in-person or via Zoom webinar. Testimony time will be limited by the Mayor based on the number of participants. Due to limited capacity in the Chambers, individuals not wishing to testify are encouraged to attend remotely via Zoom or watch on the CBJ YouTube Channel. Members of the public that want to provide oral testimony via remote participation must notify the Municipal Clerk prior to 4pm the day of the meeting by calling 907-586-5278 and indicating the topic(s) upon which they wish to testify. For in-person participation at the meeting, a sign-up sheet will be made available at the back of the Chambers and advance sign-up is not required. Join Huna Totem lease open house meetings on January 22 & 23

The community is invited to join CBJ at two open house meetings to discuss a proposed Huna Totem tidelands lease. The meetings will take place in the Assembly Chambers on Wednesday, January 22, from 4 p.m. – 7 p.m. and on Thursday, January 23, from 11 a.m. – 2 p.m.

Members of the community are encouraged to stop by at any time during meeting hours to discuss the lease and share their thoughts with CBJ.

Huna Totem Corporation is proposing to develop a cruise ship dock and mixed-use development in downtown Juneau on the lot traditionally known as the “subport,” near Egan Drive and Whitter Street. The meetings will solicit input on elements of a proposed lease for the adjacent tidelands. The CBJ Assembly will eventually vote to approve or deny this lease, and that vote will be CBJ’s ultimate approval or denial of the proposed development.

The open house meetings will focus on sharing information about the proposal and soliciting ideas from the public on how the development, if approved, could support community needs.

Funding to study a long-term solution to Mendenhall Glacial Lake Outburst Flooding (GLOF) included in the American Relief Act of 2025

Late into the night on December 20th the U.S. Senate passed  House Resolution 10545, also known as the American Relief Act of 2025. The legislation includes disaster relief funding with a specific provision supporting Juneau’s flood mitigation efforts, thanks to the advocacy of Alaska’s federal delegation.

H.R. 10545 included language directing the United States Army Corps of Engineers (USACE) to initiate a General Investigation for high-priority studies of projects “including glacial lake outburst flooding” (H.R 10545, Division II, Title IV). This critical addition was championed by Senator Murkowski and Senator Sullivan, who have tirelessly advocated on the federal level for recovery and mitigation following the catastrophic glacial lake outburst flood that devastated the Mendenhall Valley in August of 2024. Through their leadership and advocacy, they have been able to draw national attention and resources to the community. This legislation marks a vital step for the City and Borough of Juneau, Central Council of the Tlingit and Haida Indian Tribes of Alaska, and our federal partners to continue moving forward on a long-term mitigation solution in 2025.

Without this timely appropriation, who knows how long it would have taken us to get the federal legislation necessary to initiate the federal work required for a long-term solution.” – Mayor Weldon
