Telephone Hill development survey open through January 9

The City and Borough of Juneau (CBJ) wants your input on future development of the Telephone Hill neighborhood in Downtown Juneau. All Juneau residents are invited to take a quick online survey about development scenarios on Telephone Hill for a chance to win a $200 Fred Meyers gift card. The survey will be open through January 9.

The redevelopment plan will include a vision for Telephone Hill to become an exceptional, vibrant new neighborhood, where gathering, ecology, new access and historical aspects amplify district character and provide a variety of experiences for people to enjoy. In order to define that vision we need your help! Take the survey at bit.ly/TelephoneHillSurvey and share with other interested members of the community.

In August of 2022, the CBJ Assembly passed Resolution 2999 accepting the donation of the Telephone Hill property from the State of Alaska. The land was transferred to CBJ in March 2023. Since that time the Assembly has appropriated funds for a study to prepare a housing redevelopment master plan and implementation strategy for the property. As part of the study we are collecting information in multiple methods, including at public meetings and this survey.

The two public engagement meeting were held on July 26 and October 11 and attracted a large crowd of residents, with the downtown area strongly represented. Previous input from the first public engagement was presented along with the vision and design alternatives included in this survey.

The Environmental Protection Agency (EPA) has prepared an Environmental Assessment (EA) and Preliminary Finding of No Significant Impact (FONSI) for public review and comment for 30 calendar days before making the decision on whether, and if so how, to proceed with a proposed action.

The City and Borough of Juneau (CBJ) is proposing to develop a municipal compost facility at the former Lemon Creek Gravel Pit at 2300 Anka Street, Juneau, Alaska. The municipal compost facility will provide increased capacity and capability for solid waste management. With Juneau’s only landfill having a life of 20 years left, the community has limited choices for landfill expansion or the placement of a new landfill. The former gravel pit is currently owned by the CBJ and is zoned for industrial use. By constructing a composting facility within the footprint of the former gravel pit, the community will have an option to divert up to 22% of the annual waste stream to the landfill and convert the organic waste material into a usable finished compost. By keeping food waste and other organics out of the landfill, CBJ can significantly extend the life of the landfill. Congress appropriated $2.5 million earmarked for the CBJ for the municipal compost facility under the Consolidated Appropriations Act, 2023 (P.L. 117 – 328).

EPA considered two alternatives for the Proposed Project: the Proposed Action and the No Action Alternative, which are analyzed in this EA pursuant to Section 102 of the National Environmental Policy Act (NEPA) of 1969 and EPA’s NEPA procedures under 40 CFR part 6. The EA did not identify significant effects to resources as a result of implementing either the Proposed Action or the No Action Alternative. However, EPA will consider public and agency comments prior to making its decision regarding implementation of the proposed project. After evaluating any comments received, EPA will make a final decision. The preliminary decision and finding will become final after the 30-day comment period expires if no new significant information is provided to alter this finding.

Crow Hill Drive and Lawson Creek Road closed for paving work October 22

Crow Hill Drive and the beginning portion of Lawson Creek Road will be closed to vehicular traffic on Sunday, October 22 while paving work takes place. Crow Hill Drive will be closed from 9 a.m. to 6 p.m. and Lawson Creek Road will be closed from 1 p.m. to 6 p.m. This work is part of the Crow Hill Drive Resurfacing & Rehabilitation project.

During the closure, no vehicles will be allowed to enter or exit the area. Please take this timing into consideration and move your vehicle outside the work area before paving begins if you will need to use it during the closure.

Weather may affect closure times. A message board will be posted at the bottom of Crow Hill Drive with up-to-date information.

Please pay attention to all traffic signs and safety devices. We appreciate your patience and cooperation.

12th Street partially closed October 13

12th Street will be partially closed between Glacier Avenue and A Street on Friday, October 13 while additional utility upgrades are made. During this time, the roadway will be closed to vehicular traffic in sections and rerouted. Work will be completed by the end of the day, weather depending.

Pedestrian access will be maintained via sidewalks. Please follow traffic control signs and flaggers. We appreciate your patience and cooperation.
