The Canvass Review Board completed its work on the October 6, 2026 City and Borough of Juneau (CBJ) Regular Municipal Election and the Election Official has now certified the final election results. The Canvass Review Board began work on Monday, October 19 and completed its review on Tuesday, October 20. Official results are posted to the CBJ Elections webpage at https://juneau.org/clerk/elections.

The Assembly and Board of Education races saw the following candidates elected:

  • Areawide Assembly: Paul Roy Kelly was elected to his second full three-year term.
  • District 1 Assemblymember: Mila Cosgrove was elected to her first three-year term as an Assemblymember.
  • District 2 Assemblymember: Joyce M. Niven was elected to her first three-year term as an Assemblymember.
  • Board of Education members: Britteny Cioni-Haywood and David Noon were re-elected to the Board of Education for three-year terms.

Ballot Propositions

The results of the ballot propositions are summarized below. Exact language for each proposition is available in the sample ballot.

Proposition A – Renewal of the Temporary 3% Areawide Sales Tax

Proposition A proposed renewing the existing temporary 3% sales tax for five additional years from July 1, 2027 through June 30, 2032 with a continuation of the Assembly’s intended allocation of tax revenue.

The proposition passed with 7,840 YES votes and 1,946 NO votes and takes effect on July 1, 2027.

Proposition B – Mill Rate Cap Change

Proposition B was a citizen’s initiative petition to amend Section 9.7 of the CBJ Charter. It proposed increasing the property tax rate to 12 mills, up from the current rate cap of 9 mills.  The proposed cap increase would not, in itself, increase the mill rate, but would increase the maximum allowable mill rate. The actual mill rate is set each year by the Assembly. Additional millage would be permissible to pay for general obligation debt. Any property tax rate above the cap (excluding debt service) requires voter approval.

The proposition failed with 5,208 NO votes and 4,715 YES votes.

Proposition C – 1% Seasonal Sales Tax

Proposition C was a citizen’s initiative petition to amend CBJ Code to implement a new 1% seasonal sales tax effective April 1 through September 30 each year to help fund both indoor and outdoor recreation. The proposition does not impact any of the sales tax exemptions currently in place.

The proposition passed with 5,702 YES votes and 4,274 NO votes.

Proposition C is scheduled to take effect on November 19, 2026, 30 days after enactment. However, the first collection date for the new seasonal sales tax would be April 1, 2027. The CBJ Finance Department will assist merchants with this change.

A more detailed report with election statistics will be provided at the October 26 Assembly Reorganizational Meeting, to be held at 6 p.m. in person at Assembly Chambers and remotely via Zoom webinar.

CBJ would like to extend our gratitude to the 10,027 people who voted in this election, those candidates who ran for office, and all those involved with races and propositions on the ballot.
