Statement from City Manager Katie Koester

Good afternoon,

On July 30th Juneau Police Department officers responded to an altercation in which a woman was observed harassing and making racial slurs at a man waiting for the bus in front of the Douglas Library. Officers responded and arrested the female. Another party entered the altercation and was arrested using a technique designed to control the situation by bringing the suspect to the ground. However, this action went terribly wrong and resulted in the suspect hitting his head on the concrete sidewalk, requiring medical attention and transport out of Juneau. CBJ does not have information on his current medical status, nor do we have permission from the family to share that information.  Our heartfelt thoughts are with him and his family during this traumatic and difficult experience.

In response to these events, the arresting officer was placed on administrative leave. JPD has requested an independent investigation by an external agency that will review the use and level of force deployed in this incident. Following the investigation, the State of Alaska Office of Special Prosecutions will review the case. In addition, we are conducting an internal investigation that will consider the technique and level of force used and if it was aligned with JPD policy. Body camera footage will be reviewed as part of this investigation and will be made available to the public within 30 days of the incident, or no later than August 30.

CBJ understands the deep community concern over this tragic injury. We recognize that the incident and associated video footage may be deeply upsetting, confusing, and overwhelming and encourage residents to utilize the support services available through local resources (www.juneaumentalhealth.org/services).

We appreciate our community’s outreach and shared concerns, and are taking steps to review our own policies, procedures, and practices to ensure they are consistent with JPD values to preserve human life while meeting its mission to protect public safety.

Public comment open for Juneau Police Department spending plan for FY24 Justice Assistance Grant (JAG) Program funding

The Edward Byrne Memorial Justice Assistance Grant (JAG) Program is the leading source of federal justice funding to state and local jurisdictions. The FFY24 JAG allocation and award to the City and Borough of Juneau, Juneau Police Department is $34,305. The Police Department’s full spending plan proposal for these funds can be found on the City’s website, at the link below.

This proposal will not pass through the City and Borough of Juneau’s Assembly for public hearing. A resolution will be submitted to the Assembly for final consideration and adoption supporting the grant and its funding uses. The Assembly appropriated authority for these expenditures in the Police Department’s FY25 City Budget.

The U.S. Department of Justice JAG Program requires a 30-day public comment period prior to releasing funds for the FFY24 JAG Program. The public can submit comments to Stevie Gawryluk, City and Borough of Juneau Budget Analyst, electronically at [email protected], or via mail to 155 Heritage Way, Juneau, AK 99801. All public comments will be taken into full consideration after the required 30-day comment period has closed on January 18, 2024.

Krag Campbell to serve as Deputy Juneau Police Chief

The City and Borough of Juneau is pleased to announce that Krag Campbell will serve as the next Deputy Chief of the Juneau Police Department. The appointment is effective January 1, 2024, after which Campbell will serve as Acting Chief until incoming Chief Derek Bos takes up his post on February 1.

“Deputy Chief Campbell is an accomplished officer with deep ties to the community,” said Chief Bos. “I look forward to partnering with him in leading the Juneau Police Department and look forward to the things that all of us will accomplish for the citizens and visitors of Juneau.”

Campbell currently serves as a Lieutenant with the Juneau Police Department, a role he has held since October 2017. He has spent over twenty years with JPD, beginning his career as a police officer in 2002. Prior to moving to Juneau, Campbell grew up in Ketchikan. He has earned his Alaska Advanced Police Certificate and is a 2019 graduate of the Federal Bureau of Investigation Academy.

Derek Bos to serve as next Juneau Chief of Police

The City and Borough of Juneau is very pleased to announce that Derek Bos will serve as the next Chief of the Juneau Police Department. Chief Bos’ appointment is effective February 1, 2024.

“Chief Bos is a proven leader with the executive law enforcement skills that will serve JPD and the community well,” said City Manager Katie Koester. “I look forward to welcoming Derek and his family to Juneau.”

“It is an honor to be entrusted with the safety and well-being of the citizens of Juneau and a privilege to take on the responsibility of leading the Juneau Police Department,” said Bos. “I am very grateful for the opportunity and excited to become a part of JPD. My family and I consider it a rich blessing to join the Juneau community, and we look forward to building new friendships and embarking on a new journey of leadership with JPD.”

Chief Bos succeeds former Chief Ed Mercer, who retired in July. Following a nationwide search, CBJ announced three finalists in September. Bos made a visit to Juneau shortly afterwards, where he met with Juneau Police Department officers and staff, interviewed with CBJ staff, and took part in a public town hall answering questions from the Juneau community.

Chief Bos most recently served as Chief of the Eagle Police Department in the Town of Eagle, Colorado. Prior to this role, he served as Chief of Police for the Brush Police Department in Brush, Colorado. Bos began his law enforcement career as a sworn officer with the Chaffee County Sheriff’s Office in Chaffee, Colorado, in 2006. He holds a Bachelor of Arts degree in Political Studies with an emphasis on Criminal Justice from Dordt College.
