WHAT IS IT LIKE TO WORK ON OUR TEAM

The Assessor’s Officer is a busy office working directly with residents, businesses, tourists and other members of the public with questions about Juneau! The Assessor and team are actively working to improve processes and streamline workflows as well as serve our Juneau Community fairly and effectively.

WORKING HOURS AND LOCATION

This position works Monday through Friday, 8am – 4:30pm. Your office would be located in downtown Juneau in the Municipal Way Building.

DESCRIPTION OF WHAT YOU WILL BE DOING

 

APPRAISER I RESPONSIBILITIES

This is the entry/trainee professional level working under the general supervision of a higher level appraiser.  Supervisors define the work assignments, regularly monitor work progress and provide specific instruction and feedback.  Work is intended to familiarize employees with the policies and procedures of the department and requires the application of basic principles of property appraisal in an on-the-job environment.  Incumbents receive on-the-job and formal training for a period of one to two years.

 

Typical responsibilities include the following (as the incumbent becomes familiar with the principals, methods, and techniques used, the following duties will be assumed under supervision):

  • Assists the Appraiser II’s with field inspections.
  • Performs on-site inspections of residential and commercial property, including new construction, to obtain property market information and valuing the parcel at its full market value as of January 1st every year.
  • Obtains building specifications, dimensions and square footage.
  • Determines the quality of construction, workmanship and materials used.
  • Calculates the physical, functional and/or external depreciation.
  • Obtains financial data for commercial property income calculations.
  • Obtains any other property data necessary to apply the cost, market and/or income valuation methods; takes photographs.
  • Prepare technical reports and spreadsheets.
  • Becomes knowledgeable regarding field inspections to work independently.
  • Becomes knowledgeable regarding imputing information into the Assessment database to work independently.
  • Keeps abreast of new laws affecting property assessments
  • Becomes knowledgeable regarding office procedures and policies.
  • Assist with field reviews and workups during the Appeal Process.
  • Assists in preparation for the Board of Equalization appeal process.
  • Other related duties as assigned.

APPRAISER II RESPONSIBILITIES

This is the second level in the Appraiser series.  Incumbents are expected to work under general supervision, performing a variety of appraisal assignments with minimal guidance and supervision.  This class is distinguished from the Appraiser I by requiring professional level appraisal work experience.  This level may assist higher-level appraisal professionals with a wide variety of larger and more complex assignments.  Based upon sound academic and/or technical background and some experience, positions allocated to this class perform a wide range of moderately difficult residential appraisals and may assist the Appraiser III with more complex appraisals.

 

Typical responsibilities include the following:

  • Performs research and assessment analysis calculations.
  • Performs title research and examination; pulls and reviews land status plats to determine general area and type of land to be appraised, as well as, utility and right-of-way easements to be considered.
  • Gathers comparable sales data from informed sources such as realtors, fee appraisers and owners.
  • Clearly, accurately and concisely explains valuation methods, data and logic to property owners’ regarding valuation issues and questions; works to resolve property valuation differences.
  • Coordinates with property owners for re-inspections of property to adjust the property assessed value as appropriate.
  • Prepare valuation information including preparing and presenting information packets at Board of Equalization hearings as necessary.
  • Prepares reports following established and recognized procedures.
  • Assists in responding to public requests and questions pertaining to general property information and data; refers questions to senior staff when appropriate.
  • Assists with the design and production of reports for the public, other departments and/or agencies.
  • Mentors and trains Appraiser I’s both in the field and office procedures.
  • Attends meetings and training applicable to the work.
  • Enters and retrieves a variety of complex information from a computer.
  • Performs other related duties as assigned.

Minimum Qualifications

APPRAISER I

Education:           High school diploma or General Educational Development (GED) certificate.

Experience:         EITHER:

  1. Certification from Alaska Association of Assessing Officers (AAAO) as a certified Assessor Appraiser; OR
  2. A Regional Occupational Certificate for Real Estate or Property Appraisal; OR
  3. Thirty (30) units of course work towards a college degree in real estate, business, economics or a closely related field from an accredited U.S. college, university or a certified foreign studies equivalency; OR
  4. Two (2) years of experience in one or more of the following:
  5. A real estate related field (realtor, broker, architect or surveyor),
  6. An appraisal field (fee and/or ad valorem),
  7. Construction field (general contractor, engineer or I.C.B.O. inspector); OR
  8. Three (3) years of clerical experience with responsibilities that include processing deeds, institutional exemptions, leases or other property documents relevant to the change of ownership or business personal property account management.

 

Other:                    A valid AK Driver’s License at time of appointment and for continued employment.

Offer of employment is contingent upon a review of applicant’s driving record.

NOTE:              Continued employment and advancement opportunities depend on successful completion of the training program, meeting the requirements of the next level, and acceptable job performance.  These requirements must each be met in order for the incumbent to advance to the next higher Appraiser classification and for continued employment for the Finance Department.

 

APPRAISER II
Education:           High school diploma or General Educational Development (GED) certificate.

Experience:         Qualifies as a Level I appraiser or higher from the Alaska Association of Assessing Officers or AAAO as a certified Assessor Appraiser.

AND

Two (2) years of professional level experience in the appraisal field (fee and/or ad valorem).

AND               

Certification:       Must achieve a Level II Certificate or higher from the Alaska Association of

Assessing Officers or AAAO as a certified Assessor Appraiser within twelve (12) months of hire.

Other:                    A valid AK Driver’s License at time of appointment and for continued employment.
