WORKING HOURS AND LOCATION
This position reports each day to the CBJ Street Maintenance Shop at 7100 Glacier Hwy. At the start of each shift employees are dispatched to work locations around Juneau. In the event of a major weather event such as snow or flooding employees may be required to work overtime, weekends and/or holidays to ensure the safety of the traveling public. From November through March of every year, we work three different shifts: grave shift (11pm – 7am), early morning shift (3am – 11am), and day shift (7am – 3pm). These shifts are scheduled on a two-month rotation dependent on staffing levels.
Job Responsibilities
DESCRIPTION OF WHAT YOU WILL BE DOING
As part of the Street Maintenance Crew, you will perform various tasks associated with the year-round maintenance of CBJ streets. Your duties will include, but will not be limited to; operating heavy and light-duty equipment, asphalt patching, maintenance of all vegetation, signs, barricades, fences, bridges, culverts and drainage structures, and road surfaces within the City Right-of-way (ROW) as well as performing traffic control duties including flagging. As a part of winter operations, you will also perform snow and ice control as well as gravel road maintenance. Tasks at times are performed under hazardous conditions and employees are expected to be particularly alert and careful whenever operating assigned equipment. Work is reviewed while in progress and upon completion by observation and through results obtained. This position regularly works outdoors in hot, cold, and/or wet weather conditions. This position requires heavy lifting, physical endurance and the ability to perform physically demanding tasks.
Minimum Qualifications
Equipment Operator-in-Training I
Other: A valid Alaska driver's license at time of appointment.
Requires a valid Class “B” State of Alaska Commercial Driver's License valid for vehicles equipped with airbrakes, manual transmissions, and a Tanker (N) endorsement within six (6) months of appointment and for continued employment. Also requires certification as an ATSSA Flagger (or equivalent) within six (6) months of appointment and for continued employment.
Continued employment and advancement opportunities
Continued employment requires completion of the on-the-job training program, meeting or exceeding performance standards, and the following conditions:
Within six (6) months of appointment as Equipment Operator-in-Training I employee must obtain a Class “B” State of Alaska Commercial Driver's License valid for vehicles equipped with airbrakes, manual transmissions, and Tanker (N) endorsement AND within six (6) months of appointment as Equipment Operator-in-Training I employee must obtain Certification as an ATSSA Flagger (or equivalent). If the employee's performance meets or exceeds established performance standards, the employee will be eligible for promotion to Equipment Operator-in-Training II.
SPECIAL NOTE: Initial appointment to all FMCSA positions requiring a CDL will be made conditionally pending (1) receipt of verified negative results of pre-employment testing for controlled substances and (2) passing a 3 year drug & alcohol testing background check with previous DOT employers. Employees must register with the FMCSA Clearinghouse and provide CBJ with paper and electronic consent for a full query of the driver’s Clearinghouse record. If the employee's performance as Equipment Operator in Training II meets or exceeds standards, the employee will be eligible for promotion to an Equipment Operator I.
SPECIAL NOTE: Initial appointment to all FMCSA positions requiring a CDL will be made conditionally pending (1) receipt of verified negative results of pre-employment testing for controlled substances and (2) passing a 3 year drug & alcohol testing background check with previous DOT employers. Employees must register with the FMCSA Clearinghouse and provide CBJ with paper and electronic consent for a full query of the driver’s Clearinghouse record. Equipment Operator I
Experience: Two (2) years of heavy equipment operation experience. Preferred experience includes: operating heavy and light motorized equipment including front-end loaders, backhoes, and dump trucks in hauling biosolid materials, the construction and/or maintenance of streets, roadways, utilities, airport runways, airport taxiways, airport ramps, and/or airport aprons, using hand and power tools, performing minor servicing of equipment and applying safety procedures.
Other: Valid Class “B” Commercial Driver's License with airbrakes and Tanker (N) endorsement at time of application.
Must obtain valid Class “A” State of Alaska Commercial Driver's License with airbrakes and Tanker (N) endorsement within one (1) year of appointment. (not applicable to PCN 20552 and 20553)
Certification as an ATSSA Flagger (or equivalent) within 6 months of appointment and for continued employment.
Continued employment and advancement opportunities
Continued employment requires completion of the on-the-job training program, meeting or exceeding performance standards, and the following conditions:
Within two (2) years of appointment as an Equipment Operator I, the employee must successfully complete a skills and knowledge exam for proficiency in operating a motor grader regardless of conditions. In addition, if the employee's performance as Equipment Operator I meets or exceeds standards, the employee will be eligible for promotion to an Equipment Operator II.
OSHA Requirements: This position may also require attendance at and certification (as available) in CPR, First Aid, and Confined Space Entrant and/or attendant within 18 months of appointment.
SPECIAL NOTE: Initial appointment to all FMCSA positions requiring a CDL will be made conditionally pending (1) receipt of verified negative results of pre-employment testing for controlled substances and (2) passing a 3 year drug & alcohol testing background check with previous DOT employers. Employees must register with the FMCSA Clearinghouse and provide CBJ with paper and electronic consent for a full query of the driver’s Clearinghouse record. Equipment Operator II
Experience: Three (3) years of heavy equipment operations, maintenance, or construction experience.
AND
Demonstrated proficiency on a motor grader regardless of conditions or ability to achieve proficiency within three (3) months of appointment and for continued employment.
Substitution: Completion of a CBJ equipment operation-training program may substitute for one year of specialized experience. Certification of completion of training from other agencies will be considered for equivalency as a substitute for the CBJ training program.
Other: Valid Class “A” Commercial Driver's License with airbrakes and Tanker (N) endorsement at time of application, however, must obtain valid Class “A” State of Alaska Commercial Driver's License with airbrakes and Tanker (N) endorsement by time of appointment if selected.
Certification as an ATSSA Flagger (or equivalent) within 6 months of appointment and for continued employment.
