Engineer/Architect III

Partially Exempt 37.5 hours per week $96,720 Anually

WHO WE ARE LOOKING FOR
A successful candidate will have an understanding of and ability to apply basic principles of civil engineering including grading, ditching, drainage and site development. They need to be able to read and understand plats and have the attention to detail to catch errors and inconsistencies. The position requires interpreting and enforcing CBJ Municipal code as it applies to private development. Problem solving and customer service skills will allow the candidate to excel at helping the public navigate these code requirements.

The position manages the General Engineering Division. General Engineering has two engineering associates who inspect and approve building permits and plans for private development. A successful candidate will be able to demonstrate the ability to manage consultant and construction contracts, work successfully with private developers, and effectively promotes a safe work environment.

WHAT IS IT LIKE TO WORK ON OUR TEAM/GROUP/SECTION/DEPARTMENT

The Engineering and Public Works Department is one of CBJ’s largest departments. General Engineering is located with the Engineering Division.  There exists significant collaboration and cooperation within the Division and team members in other work units have the necessary experience and willingness to support the Engineer/Architect III so they can be successful in their position.

WORKING HOURS AND LOCATION

This position works (Monday through Friday) 8am – 4:30pm. The office is located in downtown Juneau at the Marine View Center, 230 S. Franklin Street.

Job Responsibilities

DESCRIPTION OF WHAT YOU WILL BE DOING

The incumbent will be under the general direction of the Engineering & Public Works Director.  The position is a regulatory position and is responsible for the monitoring of the General Engineering Division.  The incumbent will also exercise considerable initiative and sound judgement in decisions of solving and devising methods to solve problems, planning, scheduling and carrying out of assignments.

Typical responsibilities include:

  • Directs, oversees, and grants final approval on utility, grading, and right-of-way permits and inspections;
  • Reviews, oversees, and directs major and minor subdivision development plans and construction improvements;
  • Manages onsite wastewater treatment disposal system program;
  • Reviews construction plans and survey plats submitted by public and private individuals/firms;
  • Answers and diffuses customer complaints and issues;
  • Oversees and manages professional services contracts for outside work;
  • Ensures quality control of all regulatory engineering;
  • Participates in the departmental management team as it creates and implements policies and procedures;
  • Ensures proper safety training and policies are being implemented per MSDS;
  • Reviews and implements a work place safety awareness program, ensures that employees attend regular safety meetings and training seminars, adhere to OSHA regulations, JUTCD, EPA, ADEC and other regulatory agencies, and promotes a safe work environment.
  • Coordinates operations with CBJ departments such as Community Development Department;
  • This position is split between General Engineering and Engineering. Approximately 40% of your time will be spent managing CBJ projects.

 

 

Minimum Qualifications

DO I HAVE THE QUALIFICATIONS FOR THIS JOB – OUR DESIRABLE QUALIFICATIONS

Desirable Experience:      Three (3) years professional experience as a registered Engineer, Architect, or Land Surveyor that includes managing projects in a designated field of practice or specialty as defined by the position description.  Hiring departments will specify type of experience and additional requirements at time of recruitment.

Licensure:                            Alaska state law requires incumbents to be licensed as a Professional Engineer (PE), Architect, or Professional Land Surveyor (PS) as defined by the position description.

A valid Drivers’ License is required at time of appointment and continued employment.
