WORKING HOURS AND LOCATION
This is a full-time, exempt position that works (Monday through Friday) 8am – 4:30pm, with the expectation of work outside of these hours as needed. Your office would be located at the Mendenhall Wastewater Treatment Plant, 2009 Radcliffe Rd
Job Responsibilities
DESCRIPTION OF WHAT YOU WILL BE DOING
The Public Works and Engineering, Utilities Division is looking for an experienced candidate interested in serving as the Utilities Production & Treatment Manager, managing Utilities staff, systems, and facilities for the City and Borough of Juneau (CBJ). The CBJ Utilities Division provides water and wastewater services to 30,000 residents and businesses and over a million visitors annually. This position will oversee the potable source water treatment and wastewater treatment for the entire community, including managing more than 20 staff in the operation of two major potable water sources and water treatment plants, three wastewater treatment plants, and our newly installed bio solids handing program.
Responsibilities Include:
- Meeting compliance standards and polices for local, state, and federal regulations for both the water and wastewater industries.
- Responsible for drafting permit applications and working with agencies such as the Alaska Department of Environmental Conservation to obtain permits.
- Responsible for devising and implementing any corrective actions needed to maintain compliance with permit or any formal compliance agreement.
- Working with the field operations teams to assess the effectiveness of a developing source control program from the perspective of the treatment process needs.
- Managing, overseeing, and guiding staff in the planning, finances, operations, maintenance, and implementation of major capital infrastructure repairs and replacement for the Utilities.
- Overseeing the Wastewater Treatment Supervisor and Senior Utilities Operators in the effective analysis and control of water treatment, water production, water rights, wastewater treatment, residual solids handling, and odor control.
- Developing, in conjunction with the Superintendent, key performance indicators and data driven strategies to ensure the efficient use of community resources.
- Supervising with authority site and employee safety, employee selection, performance assessment, discipline, and employee personnel actions.
- Working to ensure Community Utilities services continuity potentially through natural disasters and other unusual conditions.
- Staying current on national trends in the treatment of distribution of water and collection of wastewater; and developing training opportunities for staff.
Minimum Qualifications
DO I HAVE THE QUALIFICATIONS FOR THIS JOB – OUR DESIRABLE QUALIFICATIONS
Experience: Four (4) years of experience in utility engineering, the operation and management of water or wastewater treatment systems, or public works administration or regulation of water or wastewater treatment systems, of which two (2) years were in a supervisory capacity.
Education: A bachelor’s degree from an accredited college in environmental science, engineering, or public works administration or a closely related field.
Substitution: Any combination of the specified experience and education may substitute on a year-for-year basis for the desirable qualifications. (Experience substitutes for the required education on the basis of one month of experience for 2.5 semester hours or 3.75 quarter hours of education.)
Licenses: A Professional Engineering License is preferable but not required. A valid Alaska Driver's License at time of appointment and for continued employment.
