Deputy Harbormaster

Full Time 40 hours per week $33.56 Hourly

Successful candidate must have:

    • Work with a multitude of tenants and public while enforcing rules and regulations;
    • Ability to exercise tact, self-restraint, judgment, and strategy in dealing with a variety of people, including appointed and elected public officials and others.
    • Ability to identify, research and resolve a wide range of work related problems such as employee grievances and public complaints and inquiries.
    • Ability to write grammatically correct reports, memoranda, directives, and letters to inform public, staff and others of harbor policies and procedures.
    • Ability to organize time, personnel and equipment to achieve objectives such as safety and security measures.
    • Ability to function as a member of the harbor’s Incident Command System (ICS) team for harbors and CBJ related incidents.
    • Ability to work and collaborate with multiple state and federal agencies.
    • Ability to interpret and implement applicable sections of 33 CFR Part 105 as they apply to the department’s Facility Security Plans (FSP).
    • Experience operating vessels. (USCG operator’s license or documented experience preferred).
    • Ability to interpret and implement OSHA regulations as they relate to department operations.
    • Ability to develop department training materials and professionally deliver training to department staff.

WORKING HOURS AND LOCATION

This position generally works Monday through Friday 8am – 4:30pm. Your office would be located at Statter Harbor. Work schedule represents the minimum time expected for the job, but work hours may vary in order to work with various crew shifts, oversee construction projects, oversee snow removal operations, attend evening meetings, or for harbor emergencies.

Job Responsibilities

DESCRIPTION OF WHAT YOU WILL BE DOING

Under general direction of the Harbormaster, the Harbor Operations Manager (Working Title: Deputy Harbormaster) is responsible for the immediate supervision and direction of the boat harbors, docks, launch ramps, land, adjacent facilities and harbor staff at Statter Harbor. The position performs a mix of managerial and physical labor tasks. This position also has delegated authority to act in the Harbormaster’s absence or at any time as directed by the Port Director or Harbormaster.

Primary duties include managing the following administrative and operational areas:

  • Supervision of all full time and seasonal staff that preform enforcement of the docks and harbors ordinances at Statter Harbor.
  • Vendor and User Group Public Relations
  • Facility Maintenance
  • Facility Use
  • Facility Security
  • Marine Life Protection
  • Land Lease Management
  • Special Projects

In addition, works closely with the Harbormaster to carry out the mission, vision, and values of the department. This position may also be assigned to work at any Docks & Harbors (Port, Statter Harbor, Douglas Harbor, etc) location depending on the needs of the department.

Minimum Qualifications

DO I HAVE THE QUALIFICATIONS FOR THIS JOB – OUR MINIMUM QUALIFICATIONS

Education:           High school graduation or the equivalent.

Experience:       Two (2) years of managerial level experience in docks & harbors facilities, marine transportation, construction or related field.

OR

Three (3) years of Port/Harbor Operations Supervisor experience at the CBJ or equivalent elsewhere.

OR

Five (5) years of journey level experience, which includes a combination of at least two of the following areas of expertise:

  1. a) Dock, building or facilities maintenance or repair;
  2. b) Enforcement or security; or
  3. c) Maritime or construction operations,

AND

One (1) year of supervisory or lead experience with the CBJ or elsewhere. This experience may be concurrent with the experience required above.

NOTE:                   Journey level experience is equivalent to a CBJ Harbor Officer or equivalent experience elsewhere.

Qualifying managerial experience examples include approving, controlling, and monitoring fiscal budgets; recruiting, training, evaluating, and disciplining staff; developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.

Licenses:           Valid Driver’s License at time of appointment and for continued employment. 

Position Requirements:

Within six months of appointment, must successfully complete a Facility Security Officer Certificate

Within 6 months of appointment, must successfully complete Incident Command System training for the following online courses:

ICS 100- Introduction to the Incident Command System

ICS 200- ICS for Single Resources and Initial Action Incidents

ICS 700- National Incident Management System, An Introduction

ICS 800- National Response Framework, An Introduction

Within 1 year of appointment, must successfully complete Incident Command System course:

ICS 300- Intermediate ICS for Expanding Incidents.

In accordance with 33 CFR Part 105:

The selected candidate will be required to sign non-disclosure agreements for sensitive security information. The selected candidate must be able to successfully obtain a Transportation Workers Identification credential within 60 days of appointment.
