Harbor Officer

- Experience operating vessels.

WORKING HOURS AND LOCATION
This position works five days per week, shift times are dependent upon harbor or port operations tempo. Your work location will be downtown at the Port of Juneau or Statter Harbor in Auke Bay.
Job Responsibilities
DESCRIPTION OF WHAT YOU WILL BE DOING
The Harbor Officer is the journey level of harbor operations personnel and performs tasks associated with the security, maintenance, repair, and safety of the City and Borough of Juneau’s docks, harbors and associated facilities. Positions in this class perform a broad scope of tasks in compliance with standard methods, established rules, policies, harbor procedures and ordinances. The Harbor Officer is expected to take or recommend action and correct errors in situations that require interpretation and coordination. Work is performed independently and is reviewed upon completion. Unusual, complex or sensitive issues are referred to higher level Harbor staff for direction or resolution.
Typical responsibilities include the following:
- Patrols and inspects facilities to determine the presence of suspicious persons and packages; operates the Security Vessel and conducts waterside patrols to establish and maintain security zones around regulated vessels.
- Coordinates security actions with cruise ship Vessel Security Officers and assists CBJ emergency response personnel as needed to respond to emergencies and security incidents.
- Manages passenger and crew loading zones and vendor operations; observes and inspects loading zone operators and vendors to assess compliance with regulations and permit requirements.
- Issues tickets and citations; collects evidence of non-compliance and assists with civil and criminal proceedings.
- Manages moorage; assigns moorage space to vessels using VHF radio, computer, fax, and phone; maintains electronic vessel inventory; tracks and logs facility and service use.
- Inspects facilities to identify maintenance needs and hazardous conditions; in consultation with the supervisor, develop plans, material and equipment lists; make repairs using power and hand tools.
- May operate and/or assist with portable sewage pump.
- May operate and/or assist with hydraulic boatlift.
- Checks boats for security and reties boats as necessary; pumps out and salvages boats as necessary; notifies boat owners and appropriate agencies of emergencies.
- Operates boat to remove debris from harbor; moves, tows, and impounds other boats; provides emergency assistance as necessary.
- May train, lead, or direct the work of others.
- Other related duties as assigned.
Minimum Qualifications
Education: High school graduation or the equivalent.
Experience: One (1) year technical experience in dock repairs, enforcement & security, or harbor operations.
OR
One (1) year experience as a laborer or apprentice in one or more of the following fields: Electrical or plumbing maintenance/repair, equipment operation, mechanics or building maintenance.
OR Any combination of experience listed above that equals One (1) year.
Licenses: Valid Driver’s License at time of appointment and for continued employment.
In accordance with 33 CFR Part 105:
The selected candidate will be required to sign non-disclosure agreements for sensitive security information.
The selected candidate must be able to successfully obtain a Transportation Workers Identification credential within 60 days of appointment.
