Budget Analyst

Job Responsibilities
The Budget Analyst is the sole budget position for the City and Borough of Juneau and reports to the Finance Director. The position requires exceptional analytical capability, thorough understanding of government budget structures and systems, and the ability to translate complex technical analysis for the public and Assembly. The Budget Analyst must possess a thorough knowledge of government budget procedures and processes, laws, rules, and policies. The Budget Analyst must also develop a strong understanding of CBJ's departments, divisions, programs, purpose and missions, financial structure, typical revenue and expenditure patterns, and current challenges. Expertise managing and balancing the needs of many stakeholders is also essential to this position’s success.
Typical responsibilities:
- Manage all aspects of the development of the biennial CBJ budget
- Manage the development of all supplemental budgets
- Design, implement, and maintain systems and protocols for budget management
- Analyze revenue, expenditure, and fund balances; including historic trends, current economic activity, and future projections
- Analyze debt and debt capacity; including current debts and potential debt issuance
- Analyze pending legislation and ballot measures for fiscal impact
- Develop analytical findings into easily understood informational reports for the public and assembly
- Provide training and technical guidance to CBJ staff on budget development and budget management
- Prepare for all meetings of the CBJ Assembly Finance Committee including scheduling and preparation of material for review
- Provide in-meeting support for and record all meetings of the CBJ Assembly Finance Committee
- Manage implementation of all budget appropriations in the CBJ accounting system
- Provide professional advice to the Finance Director, Manager, and Assembly as requested
- Develop and submits applications for certain state and federal grants
Minimum Qualifications
DESIRED QUALIFICATIONS
Any of the following combinations of education and experience:
Master’s Degree in accounting, finance, business administration, economics, public administration, or a closely related field; plus one year of full professional level experience in budget preparation, budget analysis, accounting, or financial management. OR
Bachelor’s Degree in accounting, finance, business administration, economics, public administration, or a closely related field; plus two years of full professional level experience in budget preparation, budget analysis, accounting, or financial management. OR
Bachelor’s Degree in any field; plus six years of progressively responsible experience in finance or administration including two years of full professional level experience in budget preparation, budget analysis, accounting, or financial management. OR
Eight years of progressively responsible experience in finance or administration including two years of full professional level experience in budget preparation, budget analysis, accounting, or financial management.
