WHO WE ARE LOOKING FOR
CDD’s ideal candidates will enjoy working in a team environment and be comfortable communicating with members of the public and representatives of other agencies. The successful candidates must be detail oriented, able to work with close supervision or independently as the work demands, have the ability to switch between tasks quickly and efficiently, and be able to work with and adhere to deadlines. They will have excellent verbal and written communication skills and an ability to communicate complex information clearly to a variety of audiences. Customer service skills are critical and CDD expects a high level of service to be provided to our external and internal customers. This position works in a shared office environment that may have moderate noise and occasional interruptions.
WHAT IS IT LIKE TO WORK IN OUR DEPARTMENT
CDD is a dynamic department composed of Permitting, Planning, Building, and Administrative sections that together are responsible for administering the land use ordinances and building code regulations for the City and Borough of Juneau. WORKING HOURS AND LOCATION
This position works (Monday through Friday) 8am – 4:30pm, and occasional evening meetings. Your office would be located in downtown Juneau in the Marine View Building, 230 S. Franklin.
Job Responsibilities
DESCRIPTION OF WHAT YOU WILL BE DOING
The Community Development Department (CDD) has one opening for a Planner I / II position that can be filled at an entry (I) or advanced (II) level. This position engages in building and land use permitting projects, and requires frequent interaction with the public to help guide applicants through the CBJ regulatory process for land use. The successful candidate must be able to work with guidance or independently, have a high attention to detail, adhere to deadlines, and be capable of working concurrently on multiple projects in various stages of the permitting process. The Planner I position works closely with a Senior Planner who will serve as mentor and lead; both position levels will receive guidance from senior staff and are under the direct supervision of the Planning Manager. As appropriate to the Planner I or Planner II levels, position responsibilities include, and are not limited to:
- Gathering, analyzing, and interpreting planning data for the spectrum of land use projects.
- Learning and applying the CBJ Title 49 Land Use Code to projects and communicating code information to the public.
- Reviewing land use applications and building permit applications for completeness and conformance to the Land Use Code, writing staff reports containing findings or recommendations for approval or denial of land use applications, and completing other studies or projects as directed, including preparing reports or segments of reports for the CBJ Planning Commission.
- Serving as Planner-On-Call, acting as CDD’s point of contact for public inquiries via telephone, email, and in-person in the Permit Center.
- Participating in and/or presenting at evening meetings of the Planning Commission; attending neighborhood meetings in support of permit applicants; attending other deliberative bodies as assigned.
- Participating in pre-application conferences to gain knowledge of development proposals and inform applicants about relevant code provisions and requirements.
- Preparing charts, graphs, and displays on planning and related topics for public presentations.
- Driving to various locations for field inspections of sites and/or projects.
- Performing other duties as assigned.
Minimum Qualifications
PLANNER I
Education: Bachelor’s Degree from an accredited college with a degree in planning, civil engineering, geography, architecture, public administration, or a closely related field.
Substitutions: Experience may be substituted for the required education on the basis of one month of experience for 2.5 semester hours or 3.75 quarter hours of education. Examples of qualifying experience includes sub-professional or paraprofessional work in environmental, transportation, or community development; architecture; civil engineering; landscape architecture; urban design; historic preservation; geography; geography information systems; housing administration, grant administration; or research.
PLANNER II
Education: Bachelor’s Degree from an accredited college with a degree in planning, civil engineering, geography, architecture, public administration, or a closely related field.

Experience: Two (2) years of professional level experience in planning, zoning, engineering, architecture, real estate development, or land use administration work. Two years as a CBJ Planner I meets this requirement.

Other: Current Driver’s License at time of appointment and for continued employment.
