On 12/6/2023, Capital City Fire and Rescue, along with officers of the Juneau Police Department, responded to a residence in the 9100 block of Glacierwood Drive after a 911 call reported multiple drug overdoses. First responders contacted several people in the residence and provided life-saving measures to three persons suffering from overdose symptoms. Witnesses at the scene reported the overdose may have been caused by the individuals using fentanyl when they might have thought they were using cocaine. The three individuals who suffered the overdose were transported to the hospital where they later recovered.
On 12/08/2023, Investigators with the Southeast Alaska Cities Against Drugs (SEACAD) task force, served a search warrant at the residence on Glacierwood Drive to look for controlled substances. At the residence, SEACAD located three adults inside; 35-year-old James Robert Lindsey, 30-year-old Liv Kandis Dybdahl, and the home owner, 38-year-old John Donald Perrin. All three individuals are residents of Juneau.
During the investigation, SEACAD located and seized the following items believed to be in connection with the use and distribution of controlled substances:
- 1,037 grams of methamphetamine
- 220.36 grams of cocaine
- 3.8 grams of heroin
- 4 pills imprinted with the label "M/30" believed to contain fentanyl
- $44,036 cash
- A digital scale
- Numerous small plastic baggies which are commonly used in the distribution of drugs
Following the search, Lindsey, Dybdahl, and Perrin were arrested and taken to the Lemon Creek Correctional Center on the following charges:
James Roberty Lindsey;
- Misconduct Involving Controlled Substances in the 2nd degree, a class A felony
- Misconduct Involving a Controlled Substance in the 3rd degree, a class B felony
Liv Kandis Dybdahl;
- Misconduct Involving a Controlled Substance in the 3rd degree, a class B felony
- Misconduct Involving a Controlled Substance in the 3rd degree, a class B felony
John Donald Perrin;
- Misconduct Involving a Controlled Substance in the 3rd degree, a class B felony
- Misconduct Involving a Controlled Substance in the 3rd degree, a class B felony
- Misconduct Involving a Controlled Substance in the 4th degree, a class C felony
The combined value of the seized narcotics is estimated at approximately $152,080.
SEACAD, Southeast Alaska Cities Against Drugs, is a regional task force comprised of municipal police departments from Juneau, Ketchikan, Sitka, Haines, Skagway, Petersburg, Hoonah, Wrangell, Craig and Yakutat, the Alaska State Troopers, Federal Bureau of Investigation, Drug Enforcement Administration, United States Postal Inspection Service, and Coast Guard Investigative Service. Together, they work to investigate drug importation and distribution in the Southeast Alaska region.
