Summary:

On 10/26/2023,  a Juneau Grand Jury indicted the following defendants related to a 2022 investigation by the Southeast Alaska Cities Against Drugs (SEACAD) task force, involving the distribution of controlled substances in Petersburg Alaska:

  • 56-year-old Petersburg resident Palmer Haakon Thomassen: Two counts of Misconduct Involving a Controlled Substance in the 2nd degree, and two counts of Misconduct Involving a Controlled Substance in the 3rd degree. An arrest warrant was issued for $20,000.
  • 32-year-old Petersburg resident Gaberiel Rory Volk: Three counts of Misconduct Involving a Controlled Substance in the 2nd degree and one count of Misconduct Involving a Controlled Substance in the 3rd degree. An arrest warrant was issued for $10,000.
  • 28-year-old Dazzlin Mariah Frentz: Three counts of Misconduct Involving a Controlled Substance in the 2nd degree and one count of Misconduct Involving a Controlled Substance in the 3rd degree. An arrest warrant was issued for $10,000.
  • 42-year-old Petersburg resident Edward Joseph Rayborn:  Two counts of Misconduct Involving a Controlled Substance in the 2nd degree and two counts of Misconduct Involving a Controlled Substance in the 3rd degree. An arrest warrant was issued for $20,000.
  • 41-year-old Petersburg resident Amanda Lee Loucks:  Two counts of Misconduct Involving a Controlled Substance in the 2nd degree and one count of Misconduct Involving a Controlled Substance in the 3rd degree. An arrest warrant was issued for $5,000.
  • 30-year-old Petersburg resident Austin Allen Strickland: Two counts of Misconduct Involving a Controlled Substance in the 2nd degree and two counts of Misconduct Involving a Controlled Substance in the 3rd degree; An arrest warrant was issued for $20,000.

On 11/01/2023, Investigators with SEACAD and the Petersburg Police Department, arrested Thomassen, Volk, Frentz, Rayborn, and Loucks, in Petersburg, on their outstanding arrest warrants.

On 11/02/2023, the Juneau Police Department arrested Strickland at Glacier Manor (Halfway House) on his arrest warrant.

More arrests are anticipated in regard to this ongoing investigation.

SEACAD, Southeast Alaska Cities Against Drugs, is a regional task force comprised of municipal police departments from Juneau, Ketchikan, Sitka, Haines, Skagway, Petersburg, Hoonah, Wrangell, Craig and Yakutat, the Alaska State Troopers, Federal Bureau of Investigation, Drug Enforcement Administration, United States Postal Inspection Service, and Coast Guard Investigative Service. Together, they work to investigate drug importation and distribution in the Southeast Alaska region.
