INFORMATION RELEASE

Subject: Disturbance on Harris Street

Summary:

On 07/06/2018, at approximately 1:33 AM, the Juneau Police Department received a report of gunshots being fired and people yelling in the 400 block of Harris Street.

When officers arrived in the area of Harris Street, it was determined that the loud noises had most likely come from fireworks being lit off.

Officers identified the fireworks had been set off by a 49 year old male. Officers were in the process of issuing the 49 year old male a citation for disturbing the peace, when a 33 year old male, identified as Kelly Stephens, exited a nearby residence and interfered with the officers duties.

Stephens was aggressively screaming at the officers and moving close to them. Officers were unable to issue the citation to the 49 year old male due to Stephens actions and potential threat he was displaying. Officers attempted to place Stephens under arrest for interfering with an officer. Stephens resisted arrest and fought with officers.

While officers were attempting to place Stephens into handcuffs, two more occupants from the same nearby residence came outside and approached the officers. They were identified as 29 year old Felicia Evenson and 41 year old David Fuchs.

Evenson was getting very close to the officers, was screaming at them and acting aggressive. Officers were unable to focus their attention on arresting Stephens, due to Evenson's aggressive behavior towards them. Officers told Evenson to move away from them, but she refused. Officers then used a taser against Evenson to stop her actions.

Officers were then able to place Stephens and Evenson under arrest.

Fuchs then approached the officers and was refusing to move away from the area so officers could finish their investigaiton. Officers told Fuchs that if he didn't move away from them, they were going to search him for weapons. Fuchs refused and reached towards his pockets. Officers used a taser against Fuchs to stop his actions. Fuchs was placed into handcuffs and officers located a knife and another sharp metal object in his pants pockets.

During the course of the altercation with Stephens, one officer sustained minor injuries and some police equipment was damaged.

Stephens was arrested for interfering with an officer, a class A misdemeanor, assault on a police officer, a class A misdemeanor, resisting arrest, a class A misdemeanor and criminal mischief, a class B misdemeanor.

Evenson was arrested for interfering with an officer, a class A misdemeanor. It was later learned that Evenson was also on conditions of release from the jail, in regards to a separate criminal case. Evenson was additionally remanded for violating conditions of her release.

Fuchs was placed under arrest for interfering with an officer, a class A misdemeanor.

Stephens, Evenson and Fuchs were all lodged at the Lemon Creek Correctional Center.

Alcohol consumption appears to be a factor in this case.
