Subject: SEACAD Drug Arrest in Ketchikan

Summary:

On 04/14/2025, investigators with the Southeast Alaska Cities Against Drugs (SEACAD) task force concluded a drug investigation in Ketchikan, Alaska, which resulted in two arrests and the seizure of 329.5 grams of methamphetamine and 27.1 grams of psilocybin mushrooms. The street value of the seized drugs is estimated at approximately $49,425.

During the investigation, SEACAD identified 60-year-old Ralph Warren Bolton Jr. as a source for the distribution of narcotics in Ketchikan. Investigators obtained search warrants for Bolton, his vehicle, and his residence. On 04/14/2025, investigators stopped a red Jeep in the 2900 block of Tongass Ave that was occupied by Bolton. During a search of Bolton and his vehicle, investigators located narcotics that tested positive for methamphetamine.

The SEACAD Task Force subsequently executed the search warrant at Bolton's residence in the 100 block of Forest Park Drive. At the residence, investigators contacted Bolton's roommate, 40-year-old Ketchikan resident Jennifer Leann Treat. During the search of the residence, investigators seized additional narcotics that tested positive for methamphetamine and psilocybin mushrooms.

Bolton and  Treat were arrested and taken to jail. Bolton was held on three counts of Misconduct Involving a Controlled Substance in the 3rd degree, a class B felony. Treat was held on one count of Misconduct Involving a Controlled Substance in the 3rd degree, a class B felony, and two counts of Misconduct in the 5th degree, a class A Misdemeanor.

SEACAD, Southeast Alaska Cities Against Drugs, is a regional task force comprised of municipal police departments from Juneau, Ketchikan, Sitka, Haines, Skagway, Petersburg, Hoonah, Wrangell, Craig and Yakutat, the Alaska State Troopers, Federal Bureau of Investigation, Drug Enforcement Administration, United States Postal Inspection Service, and Coast Guard Investigative Service. Together, they work to investigate drug importation and distribution in the Southeast Alaska region.
